Has the Project Development Objective been changed since Board Approval of the Project? Yes No Public Disclosure Copy Page 1 of 7 The World Bank Report No: ISR1676 Component(s) Component Name Component Cost Public Disclosure Copy Foshan Component: Wastewater Management 31.71 1. Institutional Strengthening and Training Overall Ratings Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Satisfactory Moderately Satisfactory Overall Risk Rating Public Disclosure Copy Implementation Status Overview Four years after Board approval, physical implementation is well underway although some works are behind schedule. One major achievement is the completion of the expansion of the Zhen'an Wastewater Treatment Plant (WWTP) in Foshan. These works have increased the percentage of wastewater collected and treated from 50% to 88%, thereby reducing water pollution in the Pearl River. Wastewater improvements in Jiangmen are limited to-date due to delays in completing and commissioning the Wenchengsha WWTP. Sludge disposal works are much behind schedule as the client has proposed a new decentralized treatment system to replace the centralized system agreed at appraisal. This new design is currently under review and will necessitate a project restructuring if found technically feasible and economically viable. Works for sediment removal are underway after a late start and approximately 9.8 km (65% of the total) have been dredged. River embankment and flood control works have suffered extensive delays due to difficult land acquisition and resettlement, but should get underway in a few months. Institutional and financial reforms are progressing slowly. Overall, while progress on works to improve the quality of the environment is being made, satisfactory achievement of the PDO will depend full implementation of all components.
