Accordingly, this Project has two development objectives. The first Project Development Objective is that a solid waste management system is established and that inhabitants on targeted islands use solid waste management facilities, reducing the risks of contamination associated with accumulated wastes and sea dumping. The second Project Development Objective is to build human and technical capacity for environmental management so that the environmental dimension is integrated in the planning process using information and expertise developed in the Project. The main results include: (i) the ongoing construction/operationalization of the island waste management centers (IWMCs) in seven target islands; (ii) the collection of user fees from households in six islands; and (iii) the launch of composting at the IWMCs in two islands toward achieving the absence of observed spillage for sampled target islands. To date, the construction of the regional waste management facility (RWMF) in Vandhoo is largely completed and the remaining civil works are expected for Public Disclosure Copy completion by end-September 2014. The construction and upgrading of the IWMCs, the installation of the waste incinerator at the RWMF and the delivery of the waste transfer vessel are expected to be completed by late 2014. In July 2014, the Government of Maldives took a key decision towards the operationalization of the RSWM system when it designated the Fenaka Corporation as the management company for the Vandhoo RWMF. As stated in the previous ISRs, progress towards achieving the second PDO is satisfactory. Only 4% of the IDA credit remains to be disbursed.
