Subcomponent 1.1: Enhancing Public Sector Transparency: Greater transparency continues to be achieved in the public sector. The Government has prepared the 2020 version of its citizen budget, fulfilling key elements of budget transparency and the citizen budget will be disclosed once the National Budget is approved by the Parliament. Translation of the citizens budget into four local languages will also follow to disseminate the budget to citizens. The Regional Budget Monitoring Committees established by CIFOEB continues to function as expected. Subcomponent 1.2: Developing Accountability Mechanisms in Service Delivery: The effectiveness of client service units and citizens engagement cells in the ministries of education and health have begun to nurture citizen-orientated approach to service delivery in these ministries. The client service units have started receiving and handling complaints from citizens, regarding services provided by the ministries. The ministries have scaled up the implementation of scorecards in 20 health and education service units in addition to the 40 health and education facilities in two regions. The exercise has resulted in the establishment of baseline for future service performance assessment, and development of service improvement action plans, jointly elaborated by service providers and community members. Plans have been initiated to develop an ICT Platform, which is geographic information system (GIS) supported, to track implementation of service improvement actions plans at community level. Subcomponent 1.3: Consolidating Mechanisms and Capacity to Fight Fraud and Corruption: The development of an ICT Platform to support online declaration of assets by public officials is on track and the application is expected to be effective by February 2020 . The ASCE has already inventoried 2,806 public servants from 42 public institutions and agencies and an approximately 200 high level government officials, including parliamentarians and ministers. As of May 2019, out of 163 executive members and parliamentarians, 155 (representing 95%) of this category of officials were reported to have declared their assets. The economic and financial (ECOFI) branches of the first instance courts of Ouagadougou and Bobo-Dioulasso have begun handling corruption cases. Members of the ECOFI have received training and equipment to support adjudication of corruption related cases. Component 2: Enhancing the domestic resources mobilization and the management of public expenses. The Automated System for Customs Data (ASYCUDA) World has been upgraded with additional modules and the online customs declarations are now effective. DGI made significant progress to improve the effectiveness of measures for taxpayer registration through improved tax administration and easy access to comprehensive and up to date information on tax liabilities and administrative procedures. The E-SINTAX (online filing and payments modules) is effective for the 33 most significant tax forms and 567 taxpayers have been enrolled in the system and 80 percent of the biggest companies are now using the online filling and payment of their taxes. 6,838 tax forms have been submitted and paid through the new system for an amount of 109 billion FCFA. The DGI validated the audit of the Unique Tax Identifier (IFU) and went live with the new IFU software interfaced with tax and customs applications to ensure cross-checking of information and streamline customs clearance procedures and tax noncompliance investigation. The report on business segmentation and VAT registration compared what is being done in similar countries in the Africa region with international best practices on taxpayer segmentation and the determination of the VAT threshold. As a result of this relevant analysis, DGI plans to create the third directorate in charge of medium enterprises in the region of Centre. Building on the conclusions of the TADAT diagnosis, a communication strategy and an actions plan have been developed to implement measures taken to responding to requests from taxpayers, conducting satisfaction surveys and implementing corrective actions to promote tax compliance. Component 3: Rapid Response Funds (RRF). Significant improvements have been noticed in the implementation of the Rapid Response Fund (RRF). Activities related to the effective implementation of PFM new regulations such as the performance-based budgeting, the annual performance reporting, the development of new tools and training to de-concentrate commitment authority to line ministries are being executed. In addition, nine CSOs selected through a competitive basis have received small grants to finance civic engagement in service delivery in education and health sectors.
