The Social Investment Fund for Local Development (FISDL) is currently implementing the fifth round of the Temporary Income Support Program (PATI). Since the Project started in 2011, PATI has benefited around 30,473 participants from 478 extreme poor and poor urban settlements in 25 municipalities, reaching 75 percent of the Project end target (40,000 intended beneficiaries by December 2014). The program has attracted a large percentage of women (72 percent of participants), low skilled population (84 percent of participants have not completed basic education), and a third of participants (36 percent) Public Disclosure Copy are youngsters (16-24 years old). The Salvadoran Institute for Occupational Training (INSAFORP), in charge of providing training courses, has also made important advances by complementing technical training with a job seeking module, in close coordination with the Ministry of Labor (MTPS). PATI's impact evaluation's follow-up survey on participants from the second round has concluded and indicates that the program is positively affecting job readiness, with higher effects among youngsters and women. Component 2: Strengthening of labor intermediation, information, and occupational training systems. After delays in the first two years of project implementation, there have been important advances in 2013 in this component. MTPS is in the process of renewing contracts with municipalities for the continuation of its 58 local employment offices (most of them have already been renewed). It has continued with staffing and personnel training of employment offices, the upgrade of technology, and instruments to improve monitoring of local labor demand opportunities. It is setting up offices in four municipalities (Apopa, Izalco, Soyapango and Jiquilisco) that will pilot models of services (job counseling, links with private sector) for the rest of the country, and has hired additional consultants that will help design and implement job counseling modules for less skilled job seekers. In terms of information systems, MTPS has established the Labor Market Observatory under the Direction of Social Provision, and has finished staffing it, and it is in the process of technology upgrading in the new unit. In terms of its involvement in PATI, MTPS has provided labor market orientation (16 hours) to 5,445 participants in the fourth round (which could not happened in the previous three rounds due to delays in hiring and training staff). Since PATI began, 26,223 participants have been registered in the intermediation system. Component 3: Support the design and development of the Universal Social Protection System (SPSU). This component has advanced substantially, particularly in regards to the institutional strengthening of the Technical Secretariat of the Presidency (STP), the development of the SPSU strategy, and the development of the Unique Registry of Participants (RUP) of social programs. The conceptual document of the SPSU has been approved by the SPSU Intersectoral Committee. With regards to the development of RUP, STP has completed the definition of the proxy-means test and thresholds that will allow beneficiaries of different social programs to be targeted, and this has been approved by the Inter- Sectoral Social Committee. STP has also advanced with the application of a socioeconomic survey, with data collected for 34,000 households in five municipalities. STP has also advanced with the development of the information system to monitor program indicators, and the inventory of social programs. STP is also advancing with the evaluation of key selected programs, including PATI, community health services, and the school uniforms program. In addition, funds were reallocated as follows: Increase allocations to Component 1. As part of the restructuring, PATI program will be expanded in the sixth round to an additional 8 municipalities with high crime rates. This will increase the total coverage of PATI by the end of the project from 40,000 to 43,000. This component was allocated an additional $3.2 million from Component 2. Decrease allocations to Component 2. Some activities were dropped due to delays in implementation, such as those related to the development of a national strategy for occupational training, the piloting of programs to address training needs of self-employed youth, the financing of specialized surveys for the Labor Market Observatory, and some equipment for employment offices. As a consequence, the fund allocation for this component was reduced from $10.2 million to $6.7 million. Increase allocations to Component 3. An additional $300,000, plus $175,000 unallocated at Project approval, were reallocated to this component. This will help finance activities related with the strengthening of STP to implement the SPSU, and consolidation/expansion of the unique registry of beneficiaries. Public Disclosure Copy Other key decisions are the following: The World Bank team has discussed with the Government the provisions for project implementation as the presidential election campaign approaches, and how to protect the PATI program during the election period. An agreement has been reached to bring forward the fifth program round to end before elections, not to start the sixth (and last) round) of the program until the elections are over, and to speed up the information campaign on the rights and duties for program participation. As part of the restructuring process that transferred fiduciary responsibilities to MTPS, the Bank recommended hiring additional fiduciary and technical personnel in MTPS to ensure timely processing of activities, as well as for preparation of technical documents (TORs, bidding documents, etc). MTPS has hired the additional staff. While STP has finished the impact evaluation process of PATI, those for other key programs such as ECOS (community health services) and school uniforms program are delayed. STP agreed to finish these pending evaluations before the transition to the new government in June 2014.
