The target of providing employment support services to 10,000 active job seekers from hard-to-employ Page 1 of 7 The World Bank Report No: ISR16391 categories has been achieved. As of September 2014, 10,661 individuals benefited from the employment support services extended under the project (7,146 in the FBH and 3,515 in the RS). Technical assistance was provided to introduce new targeting mechanisms (proxy means testing) for non-insurance based cash transfers. Once implemented, the new methodology will improve targeting of the cash transfers to reach eligible poor and vulnerable beneficiaries. The new methodology has been incorporated in the draft new law on social protection in the FBH, while in the RS the new methodology will be introduced through amendments to the existing social protection legislation. Upgrade of the management Public Disclosure Copy information system for social transfers (SOTAC) is underway in both entities and will be completed by the end of 2014. The project is also supporting upgrade of the existing management information system for veteran benefits in the RS as well as the digitalization of records. In the FBH, the project is supporting development of the new management information system for veteran benefits. The activities related to management information systems will create preconditions for an integrated registry of all non-insurance cash transfers in both entities. Such registry will be an important tool for policy makers to make informed policy choices in respect to social benefits and cash transfers.
