The primary target group of beneficiaries of the project is the water users of the selected irrigation schemes that will now cover about 105 farmers-managed irrigation systems (FMIS) with about 17,545 ha mainly in the hill regions. It will also target the irrigation management transfer in four agency-managed irrigation systems (AMIS) and essential strucutural imporvements at about 29,000 ha. The original scope of the project was to support 198 farmer managed irrigation schemes (FMIS). However, substantial increase the price of materials and labor cost resulted in revision of the target from 198 to 103 schemes during the mid-term review of October 2010. But, savings from physical contingencies allocated in the cost estimate provided funds sufficient to do additional 31 FMIS. Similarly, the target of transferring 61,000 ha of AMIS was reduced to 23,000 ha. While it is expected that IWRMP will meet its revised target by the project closing date (June 2013) time extension and an additional financing of USD 50 million has been requested by the GoN to meet the original target of rehabilitating and modernizing 198 schemes covering 28,492 ha. It has been proposed that WB will carry out an independent assessment of the project to assess the impact, best practices and draw lessons which will determine the length, nature and scope of next phase.
