Despite the challenges, there have been notable successes in several areas. In the area of economic statistics, preparation of the business registry (sampling frame) for the Integrated Business and Enterprises Survey (IBES) was completed. A consultant was hired to assist in the IBES sampling design, analysis and report writing. IBES field data collection was completed in early June 2019. Data validation is continuing and will be completed by the end of July 2019. The first draft of the IBES report will be completed by September 30th 2019, and the report will be finalized, printed and disseminated by November 30th 2019. The revised Bill was re-submitted to Parliament, and the second reading has been held. However, the limited number of parliamentary sessions has delayed the 7/27/2019 Page 1 of 5 The World Bank Implementation Status & Results Report Statistical Capacity Building Project (P144139) approval of the Bill, and with a new government currently being formed, it is anticipated that approval will not be forthcoming during this calendar year. Draft Statistics Regulations are currently being reviewed to align with the revised Bill. The Code of Practice for Official Statistics has been drafted. Once the code of practice has been finalized, NBS will engage in sensitization and advocacy activities with different data users. NBS informed the mission that a legal consultant will need to be rehired to harmonize the Code of Practice with other legal documents operating within the country. The project activities have been successful in improving collaboration and data sharing among NBS and data producing ministries, departments and agencies (MDAs). The User Satisfaction Survey final report has been completed and will be published and printed by August 2019. The NBS Library has been renovated and equipped with new furniture and books, but has not yet been supplied with IT equipment. A librarian has been assigned and the library is open to the public. The previous mission advised that an assessment be undertaken in order to establish how the link with public institutions, especially universities, can be established and strengthened. About 75 percent of the planned training events have been implemented, most of them related to short-term trainings. The National Statistics Steering Committee has been established and is operational. The Applied Statistics Curriculum to be implemented by the University of Juba has been developed and presented to the Senate of the University of Juba for approval. An informal review of the results framework indicates moderately satisfactory progress towards the project development objective.
