Project commitments are currently 41 million USD and will increase by an additional 22 million USD by October 2014, when contract award on the tunnel is expected to be finalized. With construction activities limited to the early-stage site mobilization works on the GoL financed project components, IBRD disbursements remain low at 2.75 million USD. IBRD disbursements will however increase significantly upon contract award of the tunnel, expected over the next month, and subsequent Page 1 of 6 The World Bank Report No: ISR14717 implementation of the construction plan. A summary of progress on each component is provided below: Public Disclosure Copy Component 1: Component 1 comprises the tunnel works and supervision contracts, as well as the works and supervision contracts associated with the water treatment plant. The tunnel construction supervision contract has been awarded (7.2 MUSD) and the tender evaluation report for the tunnel works contract (estimated 190 MUSD) has been finalized and is being submitted to the Bank for review (The contract will be reviewed by OPRC). Tunnel works are thus expected to begin by October 2014 and will require 4 years for full construction implementation. The Bank reviewed the prequalification documents submitted by GoL for the water treatment plant. GoL intends to proceed with tendering the water treatment plant upon the start of construction of the tunnel. The task team has repeatedly emphasized the critical importance of proceeding with the water treatment plant tender and continues to follow up with GoL in this regard. Component 2: Component 2 comprises the 4 major distribution network packages and the purchase/installation of meters. The Beirut Mount Lebanon Water Establishment (BMLWE) has awarded 3 of the 4 distribution network contracts Component 3: The core PMU, working on project-specific technical, procurement and FM issues is performing relatively satisfactorily though certain project audits remain delayed. Principal challenges lie in the integration of the PMU into Government structures (particularly within the BMLWE) and a redundancy in the roles of specific PMU members. The PMU structure and efficiency will be addressed as a major priority in the upcoming supervision mission, currently planned for November 2014. Overall, project momentum remains high and is likely to be reinvigorated with the upcoming start to implementation of other associated water projects. The project closing date will need to be extended to reflect the tunnel contract award and implementation period. The midterm review planned for November 2014 will be key to ensuring that construction remains on schedule and other project efficiency gains are implemented.
