Has the Project Development Objective been changed since Board Approval of the Program? Yes No MX GEF Efficient lighting and appliances (P120654) Global Environmental Objective (from Project Appraisal Document) The Project’s Global Environmental Objectives are to support efforts to mitigate climate change by expanding the use of energy-efficient equipment and services. The Project will promote the development of a sustainable market for energy efficiency equipment amongthe large and fast growing energy end-use sectors for lighting, refrigeration and air conditioning. Has the Global Environmental Objective been changed since Board Approval of the Program? Yes No Public Disclosure Copy Component(s) Component Name Component Cost Component1: Replacement of Incandescent Bulbs (IBs) with Compact Fluorescent Lamps (CFLs) in 41.60 the Low- to Medium-Income Residential S ector Component 2: Incentives to Encourage the Replacement of Old and Inefficient Appliances in the 208.40 Residential Sector Component 3: Technical Assistance and Institutional Strengthening 2.11 Overall Ratings Page 1 of 7 The World Bank Report No: ISR14035 Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Public Disclosure Copy Overall Risk Rating Implementation Status Overview The project is supported by three financing sources: an IBRD loan (7996-MX, USD 250 million), a CTF loan (TF098062, USD 50 million), and a GEF Grant (TF098465, USD 7.1186 million). The closing date for the three financing sources is June 30, 2014. However, the technical assistance activities (financed through the GEF Grant TF098465) have shown little progress and thus remain the main concern for the project. Such delay has resulted in a formal request from the Government of Mexico (dated April 14, 2014) to extend the closing date of the GEF Grant by twelve months, from June 30, 2014, to June 30, 2015, with the purpose of completing the pending activities. The Bank is currently analyzing such extension request. As for loans 7996-MX and TF098062, they will both close on June 30, 2014.
