ROAD DEPARTMENT OF GEORGIAN MINISTRY OFREGIONAL DEVELOPMENT AND INFRASTRUCTURE Environmental and Social Management Plan REHABILITATION OF SECONDARY (S–173) Arkhiloskalo-Samtatskaro (Azerbaijan border) Road section km 0-km 6 L= 6 km Tbilisi, Georgia 2019 1 PART I: GENERAL PROJECT AND SITE INFORMATION INSTITUTIONAL &ADMINISTRATIVE Country Georgia Project title Rehabilitation of secondary road S-173, Arkhiloskalo-Samtatskaro (Azerbaijan border), section km 0 - km 6 Scope of project The asphalt-concrete layer of the proposed road section is damaged. The thickness of the road varies between and activity 5-8 cm. In some sections, previous repair works are observed. In some sections, asphalt/concrete layer is fragmental and traffic flows on gravel layer. Asphalt/concrete pavement of existing road is quite damaged, narrowed and entirely cracked, there are holes, and edges are smashed. Existing road crosses irrigation channel covered by r/c slabs and should be repaired during the rehabilitation works. Irrigation channel has trapezoidal section, covered by pre-cast concrete slabs. There are no traffic signs at the proposed road section. Only one informational traffic sign can be found, which will be replaced during the rehabilitation of the proposed road section. Major part of road locates on shelf, height of its down slope is h=10-15m, respectively, road fencing is necessary. The road section is going through unpopulated territories. There is no need to arrange sidewalks and pedestrian paths. There are 5 junctions on proposed road section for rehabilitation works. The rehabilitation of the pavement and installation of the new metal pipes will be considered. Landscape is location rugged, road is crossed by adjacent ravines. Layers, located on frontal surface of adjacent sections of earthwork are clay-loam conglomerate, easily subjected to surface erosion processes, stipulating exhaustion of clay-loam conglomerates. Who owns the (i) The existing ROW is owned by Dedoplistskaro municipality; land? (ii) State Forest Fund under the LEPL National Forest Agency of the Ministry of Environment Protection and Agriculture of Georgia (14,030 m2). The territory had been de-listed from the State Forest Fund; (iii) The investment will not conduct any widening or realignment that may cause impact on private lands or assets. Description of Location: The project road is located in Kakheti region in Dedoflistskaro Municipality, Georgia. 6km, road geographic, connects regions main road through Dedoplistskaro to Azerbaijan borde. physical, Air - Air quality in the subproject area is good due to low traffic levels and the absence of industrial facilities. biological, Water and Soil - No pollution is reported. geological, Flora - On the above-mentioned territory following tree species are registered. hydrographic and socio-economic Species context number of trees English name Latin Hawthorn Crataegus microphylla 28 Acacia Celtis dlabrata 14 Oak Quercus iberica 4 Ashtree Fraxinus excelsior 11 Aspen Populus alba 1 Maple Acer campestre 2 White Mulberry Morus alba 8 Fig Ficus carica 13 Willow Salix magnifica 7 Walnut Juglans regia 7 These species had been located on the territory managed by the LEPL National Forest Agency of the Ministry of Environment Protection and Agriculture of Georgia. The Red Listed species do not occur. Fauna - The road section passes through the degraded territory and accordingly the fauna is not reach. Mostly fauna is presented by the species which does not need any special protecting measures. Due to the small area of the project the impact on the fauna will be minimal. Noise - The current noise level is low due to low traffic levels and a lack of industrial facilities. Construction activities will have modest impact on those people who reside in existing villages (immediately along the road) and this impact will be limited to the rehabilitation phase. Social –Total number of subproject beneficiaries in a 2km buffer zone of the section is 2 villages with a total of 2017 population. Population density for the project is 336. GRIEVANCE REDRESS MECHANISM A grievance redress mechanism will be available to allow an AP appealing any decision on which they disagree; The APs should be informed about the available GRM. This could be achieved through distributing brochures and relevant information provided and announced. Beside this, contact information will be placed on the public visible places – such as information desks in relevant municipalities, billboards, and other. The APs can apply to GRM during project preparation, implementation and operation phases. After ESMP approval, Georgian versions of document with attachments will be sent to local municipality, which includes contact information and grievance submission form, as well as information about grievance redress mechanism and response timeline. APs will be fully informed of their rights and of the procedures for addressing complaints whether verbally or in writing during pre-contraction, construction and operation periods. Care will always be taken to prevent grievances rather than going through a redress process Dedoplistskaro Municipality have assigned a responsible person: Avtandil Tetrauli T:599965573 Tetrauliavtandil@gmail.com The Contact Person collects and records the grievances in special log. If the grievance will not be unsolved at the local level, it will be lodged to the RDMRDI.
