An estimated $100 million worth of fish is taken illegally from West Africa each year. Beyond the issue of illegal fishing, there is also the issue of the lack of infrastructure that prevents industrial fleet from landing and adding value to the national economies in West Africa. In order to increase the overall wealth generated by the exploitation of the marine fisheries resources, the West Africa Regional Fisheries Program (WARFP) is designed along two phases. Because sustainable extraction of marine resources heavily relies on a robust management system that both tackles illegal fishing and manages the access to the resource, the focus of the first phase is to strengthen the fisheries governance. Based on a robust fisheries management system, it then becomes possible to invest in the value chain which will be the focus of the second phase. Beyond the issue of the illegal fishing, managing access to the resource is indeed critical because it is widely known that open-access leads to over-exploitation of the resource and over-capitalization of fishing assets. The program has yielded transformative results in all four countries. The fight against illegal fishing has been particularly successful in countries that most suffered from this scourge. In Liberia, the incidence of illegal fishing has been reduced by 83%. A number of fraudulent licenses were discovered, worth more than annual revenues collected from official licenses, revealing a pattern of fraud in the past. In Sierra Leone, the clearing out of illegal trawlers beyond the 6 mile inner zone has opened a space to fishing communities. Some villages have reported a 42% increase in catch. A recent assessment carried out by the EU has commanded Cabo Verde’s efforts to fight illegal fishing which is a condition for the country to be authorized to export to the EU market. This good result can be partly attributable to the observers program set up by the WARFP. Improved governance is also generating visible impacts in WARFP countries. As a result of improved governance in the Sierra-leonese fisheries administration, official public revenues from the fisheries sector have increased from US$ 0.9 million in 2008 up to US $ 3.8 million in 2013, equivalent to a 322% increase over 5 years. The introduction of community led fisheries management in Senegal has been successful at restoring the resources. Some communities have reported a 133% increase in catch efficiency. Almost all countries have reached a 100% registration rate for the artisanal fleet. Cabo Verde has piloted an incentive-based registration system which is now reported as a best practice in West Africa. While transformative results have started to occur in the program, the goal of sustainable management systems is however not secured yet and this will be the priority for the remaining months of this project. Cabo Verde, Liberia and Sierra Leone are still to finalize and roll out their new policy reform including the introduction of long term secured right to coastal communities. In Senegal, after a rigorous management of the industrial fleet, the priority is now to mange the capacity in the artisanal fleet that has continue to grow at rapid pace in the last few year. From 13,000 canoes in 2009 and 17,000 in 2011, Senegal has now 21,00 officially register canoes.
