Program implementation is off to a promising start. The following paragraphs illustrate the progress in the key activities in the Program Action Plan: 1. Project Operating Manual. The Program Operating Manual has been prepared, shared, and agreed with the World Bank. The next step is the issuing of the Administrative Order to adopt the Manual. 2. Terms of Reference for Comprehensive Technical Audits. The preparation of the Terms of Reference has commenced, and LGED expect to be in a position to send a draft Terms of Reference to the World Bank via STEP in mid-April. 3. Develop norms and update the LGED schedule of rates for climate resilient reinforced concrete structures based on the DFID study. The detailed cost calculations for all related items is now under process, and it is expected to be formally approved and adopted by July 2019. 4. Prepare and update a Procurement Strategy Document for the Program. An updated procurement strategy document has been prepared by LGED. 5. Strengthen the Internal Audit Team. The Ministry of Finance have approved the following positions: (i) an Additional Chief Engineer (audit) has been deployed; (ii) one Superintending Engineer; (iii) two Executive Engineers; (iv) one Assistant Engineer, are yet to be filled. LGED is also drafting Terms of Reference to procure external auditors. 6. Establish an Environmental and Social Management Unit in LGED. ESMU has been established in LGED, and that the necessary staff were being appointed or transferred. The Administrative Order to establish the ESMU has been prepared. 7. Implementation Arrangements. LGED has established a Program Implementing Unit (PIU), and the Additional Chief Engineer (Maintenance) has been appointed to act as Project Director. The agreed additional staff in LGED (20 HQ positions) are in the process of being hired or transferred. The procurement of individual consultants, funded from Component 2, to support the PIU has commenced, and Terms of Reference have been prepared for the Program Team Leader, Sr. Training Specialist, FM Specialist, IT Manager, Bridge Management Specialist, and Sr. Asset Management Specialist. 8. Independent Oversight and DLI Verification. LGED has prepared a draft Memorandum of Understanding, which has been shared with IMED, to define the nature of the engagement of the latter in the verification of the achievement of DLIs. 9. Management of environmental and social safeguards. LGED has developed an Environment and Social Management Framework (ESMF) for their overall bridge program and it is being followed in the preparation of the activities in the Bridge Program. The bridges for the first year program are being selected in accordance with the ESMF.
