The project has so far disbursed 97% (US$48.57 million) of the total International Bank for Reconstruction and Development (IBRD) loan of US$50 million. Additional Financing to the project was negotiated with the Government of Azerbaijan in April 2016, and the Additional Financing to the IDP Living Standards and Livelihoods Project is expected to be presented the World Bank’s Board for approval on June 17, 2016. A number of outputs have been achieved that contribute to the PDO. Indicators show that over 96% of beneficiaries of Component A: Microprojects, now have access to all-weather roads (96.2%), access to water 24h/day (94.8%), access to 24h/day electricity (98%) and access to community centers (94%). These indicators show the outcome of 266 completed micro-projects. Beneficiaries of Component B: Housing Renovations, have also greatly benefitted from project activities. The residents of 99 collective centers repaired so far had improved access to water (92.9% had access to 24 h/day water), electricity (99.9% had access to 24h/day electricity), and problems with dampness and humidity were reduced for all but 11.2% of households. In addition, economic self-reliance has improved for the 1276 youth who have already received vocational training and equipment, as well as for the more than 3100 members of the 262 Self-Help Groups that have registered as Limited Liability Companies (LLCs). As of June 2016, 221,209 people have directly benefitted from the project, 49.9% of whom are women. Based on the indicators and supervision activities, including field visits and engagement with beneficiaries, the team finds substantial evidence of progress with respect to both living standards and economic self-reliance. This confirms the Project Implementation Unit’s, the Social Fund for Development of IDPs (SFDI), ongoing verification through stakeholder engagement as well as surveys. Implementation status and key recommendations are summarized below by component. Component A: Micro-projects. To date, out of an initial target of 220 micro-projects, 266 social and infrastructure micro-projects have been implemented in 4 cities and 28 regions in communities with a high proportion of IDPs. Micro-projects have included rehabilitation or construction of kindergartens and schools, playgrounds, health and community centers, water supply systems, local roads, local power supply, drainage systems, folding tents, and furniture/equipment. The project has exceeded the initial target. SFDI technical and community mobilization teams should further integrate Operations & Maintenance during the planning stages of the micro-projects. In particular, SFDI should support communities by encouraging involvement of the necessary authorities to maintain the works after completion. Component B: Housing Renovation. To date, 99 collective centers have been completed, out of a total of 103 targeted collective centers. There are a limited number of collective centers where certain aspects of renovation have not fully met the optimal quality level. The mission observed that some collective centers where renovation works were completed in the first stage of renovations, respectively in February, March and April 2014, have been subject to moderate to significant degradation, primarily due to water damage. Operations & Maintenance is not being prioritized within the majority of the facilities. SFDI has signed an Operations and Maintenance contract for the first 45 collective centers that were rehabilitated, and repairs have started in these. Component C: Livelihoods Support. Results continue to be sound for this component. Implementation of the Youth Support subcomponent remains satisfactory and has been implemented with strong consideration of gender and vulnerability, which leads to high quality activities tailored to the needs of IDP communities. To date, 1276 youth have completed their chosen vocational training and found work in their respective chosen fields. With regards to the income-generating subcomponent, 262 groups have now received business training and grants enabling them to commence their respective income-generating activities.
