Progress towards achievement of the PDO is still rated ‘Satisfactory’ while Implementation Progress (IP) rating is now downgraded to ‘Moderately Satisfactory’ due to marginal improvements in disbursement and delay in the implementation, in particular, beneficiaries of school grants, female teachers and girls’ scholarships. To date, three out of the five PDO-level indicators targets have been met while progress on the remaining two indicators are in the process of being assessed. In the last one year, the number of direct project beneficiaries has increased from 1.8 million to 3.8 million (with the proportion of female beneficiaries increasing from 25% to 36%). Three of the nine intermediate indicator targets have been met while the three that have not been met are expected to be achieved by September, 2017. Progress on the remaining three indicators is being assessed. The project continued to make strong progress in the distribution of school grants, with all eligible pre-primary and primary schools receiving their grants in the second year. The distribution of grants was made possible through electronic transfer (e-disbursement) from private commercial banks to school accounts. The third party independent monitoring (TPM) firm hired by the Federal Project Support Unit (FPSU)/FMOE has submitted a draft report which describes the findings from a verification study on a sample of project beneficiaries (beneficiaries of schools grants and scholarships for both female teachers and girls) in the 5 participating states. This report will be shared with relevant stakeholders' including the Bank for review and the final report will be completed by September 15, 2017. Based on the initial TPM report, the five participating states have committed to award girls’ scholarships to all girls as follows: Jigawa – 16,131; Kaduna – 8,050; Kano – 41,691; Katsina – 41,479 and Sokoto – 30,000. The third party monitoring and verification report was presented to the Stakeholders during the workshop that took place on June 7 to 8, 2017. . The recruiting of Consulting firms/civil society organizations (CSOs) is to verify and ascertain the level of compliance with agreed guidelines, procedures and targets for school grants, girls and female scholarships as stated in the project implementation manual. The Early Childhood Development Education (ECD) training Workshop took place in May 22 to 26, 2017 in Kaduna for all the ECD SMoE and SUBEB officers, focal points and project officers. The Third National Project Steering Committee (NPSC) meeting under the leadership of the Honorable Minister of Education with the participation of all the state commissioners is planned to take place June 30, 2017 with participation of all the key stakeholders including state and non-state actors such as non-government organizations (NGOs), CSOs, etc. All the participating states held their respective project steering committee meetings during the period under review. The Teachers Professional Development activities including consultancy contract processes have also commenced at the federal and state levels. The legal covenant to engage external auditor following project effectiveness have been fulfilled.
