The Program Development Objective is likely to be achieved: (a) Improving access to basic infrastructures and social services: 2,926 sub-projects have been financed in order to improve access to basic services and social services and 9,279 women benefited from pre-natal care, compared to 2013 target of 7,700 and to the End Of Program (EOP) target (2015) of 10,500; (b) Strengthening participatory local governance: Women and youth representation in the governance committees reached 20.1 % and 16.4 %, Page 1 of 9 The World Bank Public Disclosure Copy compared to the 2012 EOP target of 20% and 15%, respectively; and projects implemented by their sponsors reached 63%, compared to the 2013 target of 57% and to the EOP target of 70% (2015) and the the value for the last one (RI#7: % of the targeted population who participated in the diagnosis which is satisfied) is not available yet ; (c) Enhancing economic inclusion: % of Income Generating Activities (IGA) implemented by cooperatives reached 27%, compared to the 2013 target of 25% and to EOP target of 35% (2015) and 70% of IGA implementing agencies received training, compared to the 2013 target of 50% and to the EOP target of 70% (2015); (d) Supporting capacities and system development: the Management information system has been updated (Target 2012), the fiduciary and the environmental and social guides have been elaborated and disseminated (Target 2012) , Partnership agreements with technical assistance provision reached 65%, compared to the 2013 target of 50% and to the EOP target of 70% (2015), Provinces which put in place an action plan to address audit recommendations reached 92%, compared to the 2013 target of 50% and to the EOP target of 80% (2015) and key actors have been trained in the use of the environmental and social guide (Target 2013). Out of the four Key Performance Indicators, one is met ( #1: Success rate of girls reached 87% vs 60%), the value of another is not yet available (# 4.1: % of the targeted population who participated in the diagnosis) and the last two are not yet due (#2: % of population provided with water and # 3: % of Income Generating Activities viable two years after their financing), but are likely to be met. Regarding the activities of the Program Action Plan (PAP), the mission noted the completion of seven of them, out of ten scheduled for 2012 and 2013 and called on the INDH Unit to ensure their implementation and follow-up for the expected effects. However, with regard to the strengthening of the Grievance Redress Mechanism (PAP # 8), some progress has been made, especially at the national and provincial levels and the team will continue its effort for the local level in order to document and improve the analysis of data to allow the GRM to be a real tool to manage and strengthen the participatory approach.
