Amendment No.8 to the Letter Agreement between the Czech Republic and the
     International Bank for Reconstruction and Development and the International
     Development Association regarding the Afghanistan Reconstruction Trust Fund
                               (Trust Fund No.050576)

1.     Reference is made to the Letter Agreement between the Czech Republic, acting
through its Ministry of Foreign Affairs (the “Donor”) and the International Bank for
Reconstruction and Development (“IBRD”) and the International Development
Association (“IDA”) (collectively, the “Bank” and together with the Donor, the “Parties”
and each a “Party”) regarding the Afghanistan Reconstruction Trust Fund (Trust Fund
No.050576) (the “Trust Fund”) dated December 2, 2014, as amended (the “Letter
Agreement”).

2.     The Bank acknowledges that the Donor agrees to provide the sum of twenty million
Czech Koruna (CZK 20,000,000) (the “Supplemental Contribution”), for the Trust Fund
in accordance with the terms of the Letter Agreement.

3.      The Donor shall deposit the Supplemental Contribution in the currency specified
in paragraph 2 above into such bank account designated by the Bank promptly following
countersignature of this amendment (the “Amendment”) and submission of a payment
request by the Bank. Without prejudice to the provisions of paragraph 7(a) of the Annex
to the Letter Agreement, we acknowledge the Donor’s expression of preference, as set out
below:

        (A) CZK 5,000,000: National Horticulture and Livestock Project
        (B) CZK 5,000,000: Education Quality Reform in Afghanistan

       The Bank will use its discretion to ensure that such amount from the Supplemental
Contribution supports the preference expressed by the Donor under the Trust Fund.

4.      When making a deposit, the Donor shall instruct its bank to include in its deposit
details information (remittance advice) field of its SWIFT deposit message, information
indicating: the amount deposited, that the deposit is made by the Donor for Trust Fund
No.050576 (the Afghanistan Reconstruction Trust Fund), and the date of the deposit (the
“Deposit Instructions”). In addition, the Donor shall provide a copy of the Deposit
Instructions to the Bank’s Accounting Trust Funds Division by e-mail sent to
tfremitadvice@worldbank.org or by fax sent to (202) 614-1315. Upon receipt of the funds,
the Bank shall convert them into United States dollars.

5.      All other terms of the Letter Agreement shall remain the same.

6.      Each of the Parties represents, by confirming its agreement below, that it is
authorized to enter into this Amendment and act in accordance with these terms and
conditions. The Parties are requested to sign and date this Amendment, and upon
possession by the Bank of this fully signed Amendment, this Amendment shall become
effective as of the date of the last signature.
