The programmatic series would support actions in the following three areas addressing the key constraints of the EMS system: (i) improving flexibility of EMS, (ii) enhancing quality of EMS, and (iii) reducing the opportunity cost of EMS. The DPL is an integral element of the Bank's engagement on increasing social prosperity as outlined in the Country Partnership Strategy 2014-19. This third phase of the DPL series focuses on specific policy actions taken in 2013. These actions built on past efforts showing the strong commitment of the new Government to consolidate the RIEMS implementation. Specific actions supported by RIEMS and included as policy actions in this DPL include: (i) The Government has recognized equivalences of subjects across schools to facilitate the transfer of students between systems. (ii) The Government has: (a) established the National Institute for the Evaluation of Education's (Instituto Nacional para la Evaluacion de la Educacion, INEE) mandate, functions and responsibilities and internal organization; and (b) granted INEE full legal, technical and financial autonomy and new responsibilities, including those related to the evaluation of Upper Secondary Education. (iii) The Government has issued regulations to officially recognize alternative teacher training programs under the National Upper Secondary Education System. (iv)The Government, through the Secretariat of Public Education (Secretaria de Educaicon Publica, SEP), has introduced a new modality to award scholarships under SEP Page 1 of 4 The World Bank Report No: ISR13865 scholarship program in order to improve the targeting of students at risk of dropping out. (v) The Government has made Upper Secondary Education compulsory. Except from the percentage of students scoring 'good' or 'excellent' on the ENLACE assessment in Spanish which value slightly decreased from 52.30 percent in the school year Public Disclosure Copy 2007-08 to 50 percent in 2012-13, all other outcome indicators' figures are advancing in the right direction as shown in the results section of this ISR. These positive outcomes at this early stage on the third phase of this DPL show that the RIEMS is starting to consolidate and continues to head toward achieving its objectives.
