The project is consistent with the GEF operational programs: Integrated Land and Water Multiple Focal Area Operation Program, (OP#9) under the GEF International Waters Focal Area and Coastal, Marine and Freshwater Ecosystem (OP#2) under the Biodiversity Focal Area. The project is fully consistent with the eligibility criteria of the World Bank- GEF Investment Fund for the Mediterranean Sea Partnership. Key hurdles that had halted the process in 2012 were resolved, notably where it concerns the construction of wastewater treatment plants, and the construction of a pilot for water-efficient irrigation in the Croatian delta. Public Disclosure Copy The two countries, BiH and Croatia, and the two Entities in BiH, are cooperating in the project implementation and maintain their regularly Joint Bilateral Meetings, about once every 4-5 months. While several project activities had been concluded in 2012, key milestones were reached toward completion of the remaining activities that had seen delays the past years (for some of which additional funds had to be received from the FBiH Environmental Fund): * BiH: construction of the municipal wastewater treatment plant of Konjic - contract signed in June 2013; * BiH: rehabilitation of the municipal wastewater treatment plant of Ljubuski - contract signed in May 2013; * BiH: construction of the wastewater treatment plant of the visitors center of Nature Park Hutovo Blato - contract negotiated in June 2013; * BiH: construction of industrial wastewater treatment plant Unisgal-Surtec, Konjic - due to much higher bid price for the combined plant than estimated, one of the two firms will construct a recycling plant itself, releasing Grant funds and the second firm will utilize the Grant fund toward the construction of a smaller separate plant; * Croatia delta: Glog water-efficient irrigation pilot - contract signed for detail design in May 2013; works scheduled to start in the Fall of 2013; a legal opinion was obtained that allowed to initiate the works despite a current administrative challenge to the zoning plans in the delta. * Croatia delta: visitors center and hike trail near the Bacina lake - was due to be completed by December 2012, however due to inclement weather and inundation the completion is re-scheduled for July 31, 2013. Joint: Preparation of the River Basin Management Plan, Environmental Flow study, Optimization of Hydropower reservoirs, and improvement of hydrographic network are under way. A Joint review of the drafts for the Management Plan was held in March 2013. The Republika Srpska water management administration structure was changed in January 2103, merging the Water Agencies of the Sava and of the Adriatic. The Trebinje Office is maintained, however. The implications for the project at this late stage are to be determined. Also, concerns have risen regarding the quality and EU-compliance of the River Basin Management Plan, as the intensity of consultations is below requirements, and the consultant staff skills mix may prove inadequate (no hands-on EU WFD experience). These comments were shared with the Government and Consultant. While most activities will have been completed by the original Completion Date of December 31, 2013, all are now on track to be completed by the revised Completion Date of December 31, 2014.
