Borrower’s Institutional Capacity Oct 21, 2019 Page 2 of 6 The World Bank OGP MDTF Implementation Team Support (P171667) The Project’s indirect beneficiaries include the Governments of 53 borrowing countries and 26 non-borrowing countries that participate in OGP. The institutional setup and competencies in these countries will very likely vary across a wide band of experience, competency, engagement and awareness. A unified, consolidated capacity assessment is therefore not feasible. This said, given the absence of physical risks, and - as will be explained below - indirect impacts that could result from the project's advisory activities, are presumed to be negligible. therefore, institutional capacity to manage them will not be required. II. SCREENING OF POTENTIAL ENVIRONMENTAL AND SOCIAL (ES) RISKS AND IMPACTS A. Environmental and Social Risk Classification (ESRC) Low Environmental Risk Rating Low The project has no physical dimensions and does not include actions with any material manifestations. It does not have any physical footprint that could have the potential to cause impacts on the biophysical environment, human health and safety, and / or valued environmental components. The intellectual outputs of the project are likely to have indirect positive environmental effects by supporting the strengthening governance and transparency in the beneficiary countries, which could be expected to "trickle down or across" into - e.g. - governance over natural resources, protected areas, forests, and a range of ecosystems, as well as management of (global) environmental issues such as climate change, pollution, waste and degradation of natural systems. The project will not produce advice on policies, regulations, strategies etc. that could adversely influence the governance over and management of environmental resources or systems. Public Disclosure Social Risk Rating Low The project will likely involve positive social impacts associated with enhanced quality of multi-stakeholder dialogue for improved effectiveness of open government reforms at the country and local levels and greater dialogue and constructive engagement between government and civil society. It does not anticipate risk of disproportionate effects or exclusion from benefits on vulnerable or marginal groups and measures to promote social inclusion are part of the project design. It is not anticipated that the advice on policies, regulations, strategies etc. produced under the project could adversely influence the management of social risk. The project does not have any physical footprint that could have the potential to cause impacts on the livelihoods, land or resources of human populations. B. Environment and Social Standards (ESSs) that Apply to the Activities Being Considered B.1. General Assessment ESS1 Assessment and Management of Environmental and Social Risks and Impacts Overview of the relevance of the Standard for the Project: The relevance of this standard is confined to this initial screening stage. Through the further cause of project preparation, no ES risks are expected to manifest, hence there will be no need for processes and instruments to manage them. Correspondingly, an appraisal stage ESRS will not be required. Areas where “Use of Borrower Framework” is being considered: The use of any part of Borrower frameworks is neither relevant under this project, neither considered. This is likely to result in enhanced dialogue and constructive engagement between government and civil society. It involves support for convening and building coalitions with relevant government and civil society actors. Disclosure of accessible information for stakeholders will be a necessary component of the design of the activities. Relevant elements of the stakeholder engagement plan, including the reporting and redress of project-related complaints and concerns, will be included in the ESCP and project design. B.2. Specific Risks and Impacts A brief description of the potential environmental and social risks and impacts relevant to the Project. ESS2 Labor and Working Conditions Participants in the research and analysis activities financed by the grant are likely to be government civil servants and representatives of civil society and other agencies who remain subject to the terms and conditions of their existing public sector employment agreements and arrangements. Public Disclosure ESS3 Resource Efficiency and Pollution Prevention and Management Use of natural resources, generation of emissions and waste, and significant GHG production are not anticipated. ESS4 Community Health and Safety No community health and safety issues are expected through project activities; nor will activities affect ecosystem services. ESS5 Land Acquisition, Restrictions on Land Use and Involuntary Resettlement No land impacts are anticipated and involuntary land acquisition is not anticipated. ESS6 Biodiversity Conservation and Sustainable Management of Living Natural Resources The project will not impact biodiversity or living natural resources.
