Page 1 of 5 The World Bank Report No: ISR13748 The counterpart (the Legal Aid Council of Nigeria - LACON), its Director General and the PIU are committed, responsive and working well to undertake the project in difficult conditions. The security situation has made direct supervision of the project challenging. Public Disclosure Copy Overall progress towards achievement of the Project Development Objective is satisfactory. Nineteen of the twenty planned legal aid centers in Kaduna State have been established, and increasing number of clients are being served (from a monthly average of 2.75 incoming cases in 2012 to a monthly average of 51.5 incoming cases during the first 4 months in 2014), and residents of Kaduna are being informed about the law and their rights. Staff is receiving ADR trainings on a regular basis, and trainings on specific aspects of the law tailored to demands and staff needs are in the pipeline and should commence soon. In addition, the project engages with local service providers, local and religious leaders, women's organizations etc. to raise awareness for services provided by LACON and promote collaboration among different service providers on the ground. Service providers are attending ADR and Legal Rights Awareness trainings offered by LACON to ensure an overall improvement of services provided and enhance closer collaboration among different service providers. Outreach activities on sensitization and awareness of legal rights, and where to find help (service providers) through different channels (radio, print media, awareness and sensitization campaigns conducted by NGOs, outreach activities by individual lawyers and Youth Corps volunteers) will be expanded over the course of the next months.
