The construction of the Bulk Cargo Terminal (BCT), which is the single most important investment under the TTI project, is making progress, with major construction activities ongoing. The BCT will have a capacity of 4.6 million tons with draft of 19 meters, and will be able to accommodate ships of up to 180,000 dwt, and will provide the port of Ploce with a modern facility for efficient operations of bulk cargo. Terminal construction has Page 1 of 6 The World Bank Report No: ISR14249 started in June 2012, and was expected be completed by the current closing date, but the contract as well as some ancillary facilities may require time to be completed and the superstructure equipment to be funded by the concessionaire Luka Ploce has just been procured and should be supplied by the summer of 2015. The connecting road between the Zagreb-Ploce motorway and the Port is also only being procured (and will be funded by Croatian Motorways). As a result the Port of Ploce Authority, with the agreement of the Ministry of Finance, has requested on June 9, 2014 a restructuring of the loans including an extension of the closing date of the project in order for the Bulk Container Terminal to be Public Disclosure Copy Completed by the Revised closing date. This restructuring was approved on June 18 2014. In terms of port of Ploce's economic activities, the decreasing port throughput represents a reason for concern. Beside the global crisis which is hurting the industrial sector in Bosnia and Herzegovina, the Corridor Vc's competitiveness and cost/service ratio continues to represent an issue, having a negative impact on traffic and operations of the Port of Ploce Authority (PPA) and Luka Ploce (LP). Increase in current rail and port throughput depends on the Commodities part of BiH's external trade and of transhipment, but additional traffic if any can come only as a result of better cooperation between PPA, LP and Croatia and BiH railway and logistics operators to grab some competitive traffic in the hinterland, while their improvement would be critical to ensure faster return of the main traffic when the market reverses for Bosnia and Herzegovina's commodities.
