A new Manager, Administrative Coordinator, and Indigenous People's Expert, among other staff, have been hired to strengthen the Project Implementation Unit. A Bank's mid-term review mission was carried out Page 1 of 5 The World Bank Report No: ISR4010 on June 1-15, 2011. As a result of this review, ANAM and the Bank agreed on an action plan that will lead to some adjustments to the implementation of the project, and a formal restructuring. After seven months of inactivity of the Grant Account, disbursements were reactivated with payment of two withdrawal applications. A MTR follow up mission was carried out on September 28-30. A draft restructuring document was presented to the Bank and discussed during this mission, and a new action plan to Public Disclosure Copy conduct the restructuring process was agreed. This restructuring will focus on: (i) adjustments to the targets of some intermediate results indicators, which were overestimated during project design or that have become difficult to achieve due to changes in institutional/political conditions, but that do not jeopardize the accomplishment of the PDO and GEO; (ii) triggering the Involuntary Resettlement (OP/BP 4.12), and Pest Management (OP/BP 4.04) safeguards, a decision made due to an unexpected orientation that many subprojects have taken, which pose risks to restrict access of communities to traditionally used natural resources products, and the possible need of pest control substances in the highly demanded Agro-forestry category of subproject; (iii) adjustments to the original amounts of disbursement categories to respond to current project needs; and (iv) a possible extension of the closing date of the project (April 30, 2012) for an additional year. The restructuring process will initiate as soon as the Bank receives the GOP's request and is expected to be completed before the end of the CY.
