PROJECT INFORMATION The World Bank RESTRUCTURING ISDS Transit Corridor Improvement Project (P149697) PROG_INF O Current Program Development Objective The Project Development Objective is to improve transport connectivity, border crossing procedures and safety for domestic and international road users on selected sections of the M6 corridor. . 3. PROJECT DESCRIPTION The Transit Corridor Improvement Project (“the Project�) is providing US$250 million in lending to the Republic of Belarus through the IBRD loan (8459-BY) approved on December 19, 2014. The Project Development Objective is to improve transport connectivity, border crossing procedures and safety for domestic and international road users on selected sections of the M6 corridor. The proposed Project restructuring was prepared in response to the letter from the Government of the Republic of Belarus dated January 10, 2020 requesting extension of the project closing date to allow completion of the existing project sub-component on the establishment of Traffic and Road Safety Coordination Center and expansion of the project scope to utilize about 10 mln USD of loan savings. Changes in the scope of the project, inter alia, involve rehabilitation of km 239.0 - km 243.66 of the M-6 Minsk - Grodno – Bruzgi highway and reconstruction of the Volojin road maintenance facility, which have some safeguards implications. . 4. PROJECT LOCATION AND SALIENT PHYSICAL CHARACTERISTICS RELEVANT TO THE SAFEGUARD ANALYSIS (IF KNOWN) The road section (km 239.0 - km 243.66 of the M-6 Minsk - Grodno - Bruzgi) to be rehabilitated, is part of the highway from Minisk to Grodno to the Polish border and located mostly on flat with some rolling sections area. The road mainly crosses farmland and pastures, but no forest areas. on the Eastern side of the road it is located a small village, - Peschanka and its population (about 35-40 households) are involved in agriculture activities. The road segment passes only one small creek but no rivers or lakes. The Volojin road maintenance facility is in the Volojin village (km 72 of the road) and surrounded by residential areas from South and West side and by a local road from North and East side. 5. KEY SAFEGUARD POLICY ISSUES AND THEIR MANAGEMENT A. SUMMARY OF KEY SAFEGUARD ISSUES 1. Describe any safeguard issues and impacts associated with the Restructured project. Identify and describe any potential large scale, significant and/or irreversible impacts. Changes in the scope of the project result from the request by the government of Belarus to utilize about 10 mln USD of loan savings generated by efficient implementation of the civil works component of the operation. The proposed restructuring envisages the extension of the Project closing date, and respective revisions in the corresponding Loan Agreement and Project Monitoring and Evaluation Matrix as well as few activities to be financed out of the project savings. The proposed new activities will include: (i) maintenance of several road segments (overlays activities); (ii) rehabilitation and repair of about 4.6 km of M6 highway (strictly within the Right of Way area) that would include overlays, replacement of deteriorated water drainage pipes, installation of noise barriers, replacement of old bus stations with new ones on the same footprint), as well as installation of road furniture and finishing works; (iii) the reconstruction and improvement of the road maintenance facility (major capital works of the parking garage for equipment with an amenity building and boiler facility; construction of the parking garage for vehicles (heated); construction of a carport for mounted equipment; transfer of a platform for garbage containers; modernization of the boiler facility (transfer of heating boilers from heating oil to gas); and (iv) technical assistance (studies and design activities). These activities are similar with the original project but much limited in scope and in accordance with OP 4.01 Environmental Assessment, the project environmental category remains B and no additional safeguard policies are triggered. Potential environmental and social impacts are standard for road rehabilitation and of small-scale facilities and include: local air pollution from trucks and other construction machinery, noise, generation of waste during construction process and operation; potential asbestos containing materials issues; Occupational Health and Safety issues; traffic disturbance; etc. These impacts will be site specific, short term, localized and be easily mitigated by applying best civil works practices and through implementation of the avoidance and mitigation measures specified in the Environmental and Social Management Plans. No potential large scale, significant or irreversible impacts are expected. 2. Describe any potential indirect and/or long term impacts due to anticipated future activities in the project area. Project activities will not require land acquisition and no potential indirect and/or long-term environmental or social impacts are expected. 3. Describe any potential alternatives (if relevant) considered to help avoid or minimize adverse impacts. No alternatives were considered because the newly proposed project activities are of rehabilitation nature. 4. Describe measures taken by the borrower to address safeguard policy issues. Provide an assessment of borrower capacity to plan and implement the measures described. The EIA and EMP document for the initial project was prepared by the Client and disclosed in country in Grodno Oblast in December 2013 and in Minsk Oblast in June 2014. Later the document was also disclosed on the Bank website on The World Bank RESTRUCTURING ISDS Transit Corridor Improvement Project (P149697) September 5, 2014. Using the main provisions of this document and considering the small scale of proposed civil works, the Borrower prepared: (a) the ESMP Checklist for the rehabilitation of M-6 road segment; and (b) and ESMP Checklist for reconstruction of the Volojin road maintenance facility. Such ESMP Checklists are largely used by the WB in the Europe and Central Asia countries (Poland, Moldova, Kyrgyz Republic, etc.). Per WB safeguard policies, the EA documents will be disclosed and consulted with all interested parties. No works will start before finalizing the ESA documents and without including ESMP provisions in the contracts for implementation of the proposed sub-projects. The implementing agency (Minsk-Avtodor Center) has a positive track record of management of environmental and social issues and the project safeguard performance always was and is currently rated satisfactory. The agency has in its staff an Environmental Specialist which will oversee successful implementation of the approved ESMP documents. The Bank’s specialists will also monitor environmental and social issues in the course of their regular supervision missions. 5. Identify the key stakeholders and describe the mechanism for consultation and disclosure on safeguard policies, with an emphasis on potentially affected people. The draft ESMP checklist documents prepared for the specified new activities were disclosed on March 9, 2020 on the website of RUE “Minskavtodor� (https://maddor.by/), making it available for all interested parties. Additio nally, the copy of the document was submitted to the Skidelskiy Village Council, as well as to the Volojin city Coulcil. On March 19, 2020 in this localities Minskavtodor organized a public meetings with the participation residents and other interested parties. Overall the participants at the meeting after being informed about the sub-projects scopes and ESMP provisions accepted the proposed documents and proposed mitigation and monitoring activities.
