The Steering Committee continues to meet on a regular basis and the Project Support Units (PSU) are now reasonably well staffed to be able to support most project elements. The Advisory Group (AG) was constituted and supported the first Tier 3 Page 1 of 8 The World Bank Report No: ISR11071 candidate, the Ministry of Agriculture and Livestock (MAIL), in the development of its CBR Program proposal. IARCSC has hired local consultants specializing in Public Administration Reform (PAR), working for the AG, to assist ministries with their respective CBR proposals. MAIL’s CBR proposal has been endorsed by the AG and submitted to the Independent Expert Group, which has been contracted. After IEG review, the proposal will go the Steering Committee for approval. Two other Tier 3 candidate ministries are expected to complete their proposals this summer. Public Disclosure Copy The trend of implementation progress remains positive, although this will not translate into substantial progress on most PDO indicators in the short term. There continues to be progress on two indicators (SMG positions filled and P&G completion rates) but several other indicators are dependent upon ministries’ implementation of their CBR Programs, which has yet to begin. Based upon the line ministry proposal progress and the balance of evidence, the mission recommended maintaining a Moderately Satisfactory rating for implementation progress and Moderately Satisfactory in terms of achievement of PDOs. The next major steps for government include development of the first common function group professional cadre, the Management Internship Program, and the CBR training component. In a related development, the World Bank country office approved an HR management guidance note that specifies the allowances for Bank-financed project staff and incorporates a previously agreed salary scale (the CBR scale). All Bank projects will follow these guidelines, contributing to remuneration discipline and reducing the gap between consultants and civil servants. This note has been presented to MoF and will be shared with donors.
