Establishing a project implementation unit. The METVETA has established a technical project team formed by civil servants in the key departments. The team is being supported by a project coordinator and a financial and administrative officer and has lunched the selection process for a procurement specialist, an accountant, a monitoring and evaluation specialist and an impact evaluation expert. The PIU works under the supervision of the Secretary General ii. Planning tools and operational guidelines. Procurement of key technical assistance, services and goods. Several essential procurements have been initiated, including the acquisition of tablets and communication equipment. Other major procurement activities have been delayed but are expected to be carried out over the period November 2019 to March 2020, including: baseline survey for the impact evaluation, M&E, grievances and complaints redressing system, management information system, development of training programs and TOT for functional literacy, soft skills and entrepreneurship skills for both apprentices and masters, technical training of masters, and hiring of financial service provider for payment of capital grants and transfers. iv. Selection of beneficiaries. A detailed methodology for selection of ateliers and enrollment of young apprentices has been developed. The methodology uses an innovative approach to promote transparency and objectivity, relying on: (a) use of local structures to do the sensitization and communication to the master craftspersons interested to participate; (b) Computer Assisted Interviewing (CAPI) data collection to ensure real time data collection; (c) competency test to masters of apprenticeship to identify those who are able to train apprentices; and (c) random selection among those eligible to ensure fairness. The selection of ateliers and apprentices is scheduled to start mid - September 2019 and be completed by end of June, 2020 once the base line survey is completed (see below). v. Engagement of the associations of master craftspersons (OPAs). The participation of associations of master craftspersons is critical in PEJA to improve the training delivered in workshops by masters of apprenticeship and to participate actively in the process of certification of skills. A workshop has been carried with the participation of OPAs which led to identification of capacity building needs to help their structuring and organizational development, including: (a) development of permanent communication channels between MTEVT and OPAs; (b) mobilization of Chambers of Metiers (CM) so they can provide services to OPAs; and (iii) support to OPAs so they can mobilize and improve their offer of services towards their members. Based on this PEJA team shall develop a work plan for building the capacity of OPAs. vi. Certification of skills. This an area lagging behind both in terms of conceptualization as well as operational planning. Despite two study tours to Benin and Canada to learn from best practices for nationally recognized systems to certify informal acquired skills the planning, a clear road map for operationalizing the existing legal framework is pending. The METVET has prioritized this activity and a road map and calendar is expected the coming month. vii. Impact evaluation. The government and the bank team have developed a concept note for a randomized control trial impact evaluation. The primary objective of the evaluation is to evaluate the impact of PEJA on the technical and non-cognitive skills of apprentices, on the completion of training, on their employment outcomes after completing apprenticeship training, and on the performance of workshops. In addition, the evaluation aims to contribute to the scarce literature on apprenticeships in developing countries by enhancing our understanding of the mechanisms through which low-educated adolescents acquire technical skills that are valued in the labor market. A final, positive externality of the evaluation, will be the collection of data on micro-enterprises in the informal handicraft sector and on apprentices in Senegal, which will help decision-makers when designing and implementing future policies relevant to the sector. The call of expressions of interest to recruit a survey firm has been launched and the baseline survey is expected to be done the latest by May 2020 before informing the eligible firms who will be enrolled in the program.
