Collaboration between agencies has also significantly improved, on reporting and monitoring and evaluation, as well as communication. Component 1: Policy Reforms and Institutional Strengthening Implementation progress of this component continues to be Satisfactory as it achieved the targets of its two intermediate results indicators as follows: (i) the Project has supported reforms in forest policy, legislation or other regulations and provided multiple forms of capacity building to 23 government institutions (out of a target of 23), and (ii) the project has improved management of forest resources [through MLNR, COCOBOD, FC and the Forest Research Institute of Ghana (FORIG)]. Going forward the Project will continue support important policy work, notably conclude consultations on the Tree Tenure and Benefit Sharing Policy and facilitate the approval of the Wildlife Bill by Cabinet and onward submission to Parliament. Component 2: Pilot Investments for Improved Forest and Landscape Management with communities Implementation progress of this component is Satisfactory, with the associated intermediate results indicators reaching or surpassing their targets. Major achievements along the five associated indicators include: (i) offices built for all CREMAs and small equipment provided (i.e. bicycles, motorbikes, farm tools and protective clothing, mobile phones); (ii) 3,500 farmers provided with capacity building support to improve management practices for tree planting and nurseries (against a target of 2,200); (iii) over 12,900 ha restored or re/afforested (on track toward a target of 13,500 ha); iv) nearly 4,000 farmers or participants in targeted landscapes reporting satisfaction with service delivery or benefits received under the Project (against a target of 1,475); and v) over 80,000 ha in new areas outside protected areas managed as biodiversity-friendly (against a target of 50,000 ha). In addition, there is good follow-up on actions agreed during the previous October 2018 mission. Looking forward, the mission recommends the following actions: (i) Reinforce the CREMAs’ financial and economic capacity; and (ii) Accelerate design and construction of modern nurseries for training purposes. Component 3: Innovation, Capacity Building and Communication The component has made good progress on its associated intermediate indicators as follows: (i) 3,215 forest users have been trained over the targeted 2,360; and (ii) 380 Government officials, extension agents and service providers have been trained over the targeted 450. The component therefore maintains its Satisfactory rating. Innovation. During the period under review, FORIG continues to develop further planting stock programs and is supporting FC in collecting seeds from better specimen. FORIG also stores exotic seedlings and distributes them to nurseries. Communication and outreach. The PMU has produced a range of outreach materials, including brochures and developing a website and they have also started using social media. With the website and media presence improving, there is good potential to further improve outreach.
