The development objective is to enhance the capacity of the International Jobs and Diaspora Office (Directorate) in the Ministry of Foreign Affairs (MoFA) to mobilize the Kenyan Diaspora for development. Emphasis will be given to mainstreaming the Diaspora into national development as outlined in the Kenyan Economic blueprint: "Vision 2030". Enhancing the capacity of the Directorate would lead to the development of a national Diaspora Engagement Strategic Policy Framework and Plan of Action; and would strengthen the Government of Kenya's communications with, outreach to, and information gathering from its Diaspora. The handover mission took place in August 2012 and met with Mr. Maurice Okoth, then Director of the Diaspora Unit. A follow-up meeting in January 2013 took place with the new Director Ms. Nyambura Kamua to asses the progress in project implementation. Project has two components: (i) Developing Kenya's Diaspora Engagement Strategic Policy Framework and Plan of Action, and (ii) Developing the communication, outreach, and information gathering capacity of Page 1 of 3 The World Bank Report No: ISR9989 the Directorate. There is progress in implementing activities under both components. However, issues related to financial management continue. Under Component 1, the Diaspora Directorate in conjunction with the Ministry of Labor and other stakeholders has prepared a draft Diaspora Engagement Strategic Policy Framework which will be submitted to the new Cabinet for approval. The Directorate has undertaken extensive consultations with the Kenya Diaspora across the globe to enrich the Framework. A study tour to learn from the experiences of engaging diaspora in country's development was undertaken in December 2012 to India and Morocco.
