The collapse of the timber tracking system is however cause for concern. The list of senior Ministry of Environment (MEDD) officials eligible for retirement was prepared on the basis of the biometric identification of all the Ministry staff completed in 2011. The Presidential Decree necessary for their retirement was signed in December 2013. Preconditions (as specified in the grant agreement) to trigger the payment of the retirement allowances have been met. All payments have been made begining of 2015. Ex post quality control and audit are underway. As a result of the timber tracking system introduced under the project, the amount of confiscated illegal timber has increased by an order of magnitude. Unfortunately, its collapse is putting at risk one of the most important results of the project. 149 micro-projects are under implementation in the four conservation landscapes, benefiting an estimated 730,000 people. A contract amendment was signed with the NGO consortium facilitating the negotiations of social responsibility contracts between concessionaires and local communities to monitor the implementation of the 57 signed Social Responsibility Contracts, while extending the ongoing training program to other key Environment Ministry departments: Forest management (DGF), Control and Internal Verification (DCVI), and Studies and Projects (DEP). Under the GEF-financed part of the project, negotiations between the authorities and the ex-Simba rebels in the Maiko National Park are nearing conclusion. The project continues to support ICCN in a variety of institutional strengthening initiatives. Conservation International (CI) abruptly left the project at the end of 2014 leaving the park's support to Maiko National Park in some disarray. The Recipient was not able to provide any data for this indicator as faunal surveys were not carried out in the park (because of security concerns in large part); the responsible organization (CI) has not provided the project coordination unit with a closing report on their activities in Maiko National Park so even a qualitative assessment is not available. It measures the area of a park whose METT score passes from one category of METT values to a higher category (there are only three categories: low, medium, and high METT ratings). Maiko National Park METT rating has certainly increased during the project implementation period (this will be confirmed when final METT value is submitted) but the category will not change (sop it given her as as 0) and in fact it could not have been expected to change so abruptly (the end target should have been 0 ha not 250,000 ha).
