Before this policy was introduced, initial teacher training in Guyana was comprised of 3 years of study at Cyril Potter College of Education (CPCE) to obtain a Trained Teacher Certificate, TTC and 4 more years of study at the University of Guyana (UG) to obtain a B.Ed. With the introduction of the new two year compulsory Associate's Degree in Education (ADE) offered by CPCE followed by two more years of (non-compulsory) study at UG initial teacher training was reduced from three (3) to two (2) years of study at the College and from four (4) to two (2) years of study at UG. The Project has contributed to the implementation of the so called 2+2 policy by providing technical assistance to revise the curriculum and develop new courses in order to upgrade the syllabus and ensure that the Page 1 of 5 The World Bank Report No: ISR15259 curriculum is not repetitive and overloaded while responding to the needs of Guyanese teachers and complying with quality requirements. In addition, the Project is providing training to CPCE and UG lecturers to ensure that they are able to deliver the curriculum under the new 2+2 ADE-B.Ed. structure. As of June 2014, two cohorts have graduated from the ADE Program providing more trained teachers to Guyanese education system more efficiently. In addition, some of the first Public Disclosure Copy cohort’s ADE graduates have decided to continue into the now officially approved two year (follow up) B.Ed. offered by University of Guyana (UG) and will be graduating in 2015. The Project continues to progress towards the improvement of the effectiveness in the delivery of teacher education. After the internal desk review to compare the profile of CPCE lecturers against their terms of references (TORs) results showed that only 20% of the lecturers meet the requirements under their TORs, CPCE carried out an internal review on the status of staff’s qualifications and conclude that by the end of the Project around 45% of staff are likely to meet their TORs (through the pursuit of on-line postgraduate studies and continuous professional development training financed under the Project). In addition, an observation tool has been designed and will be piloted and implemented to assess CPCE lecturers’ classroom practices. While the results of the performance evaluation of CPCE lecturers are not yet available, a first pilot on a small sample of teachers, to calibrate the instruments, revealed that a considerable number of lecturers at CPCE will unlikely achieve full marks (above 80%) on their performance evaluations. However, the extended coaching for lecturers at CPCE and UG (one of the major interventions to improve lecturers’ performance under this project) started early this year will help ensure that efficient teaching practices and methodologies are implemented on a daily basis to improve student’ learning in the classroom. In terms of student teachers, the second ADE cohort at CPCE has undertaken the newly design practicum semester within the ADE curriculum which provides a richer learning environment for student teachers to practice in school classroom settings and are currently benefiting from the newly created 1 year induction practices which provides one-to-one support to new teachers in the classroom. Under the new practicum evaluation scheme, student’ scores for this assignment have been of 50 percent scoring at or above 65 percent. These results reflect that the new classroom observation tool (design based on international best practices) is more demanding than the previous one. Some intermediate steps for improving effectiveness have been: 76% of management staff at CPCE and UG completed the delivery of a management course; and, training workshops have been conducted to improve the lecturers’ capacity to integrate ICT into teaching and learning practices (the baseline shows that only 42% of lecturers use ICT, a follow up survey and classroom observations is being collected to measure lecturers’ improvement in this area).
