Considering that the second round of QIF grants are about to be allocated in a few months from now, it can safely be claimed that Education to Work Transition Project will have all its Page 1 of 4 The World Bank Report No: ISR15427 funds committed even before reaching mid-term review stage. This is obviously a good indication of progress, both in terms of the demand generated by the Project among tertiary institutions and private companies and strictly from the perspective of project management. Major challenges to project implementation occurred mainly in Gaza caused by the prevailing political and economic conditions. Travel restrictions hamper the use of international Public Disclosure Copy resources or necessitate re-organizations in the approach to capacity-building. Furthermore, the structure of the business sector specifically in Gaza, which is dominated by family businesses, is likely to create obstacles to attract a sufficient number of company partners for cooperative teaching. These restrictions need to be addressed and reflected as sustainability strategies for the partnership arrangements are worked out. Concerning the Graduate Tracking System, implementation delay has continued since the last visit, partly caused by the transition of responsibility for the GTS from AQAC to the Directorate of Higher Education and Planning at the MoEHE. Yet, a way forward for the GTS has been agreed and is now being implemented. Furthermore, the study tour related to the GTS has already been agreed with the Ministry of Education in Colombia.
