These successes include livelihood activities (bee keeping, snail rearing), establishment of timber tree nurseries (which provide substantial employment for women), boundary planting of forest reserves enrichment planting of forest reserves, and watershed rehabilitation planting – all of which employ community laborers, including a substantial share of women, At a regional level, cocoa extension agents and Forestry Commission field staff have been trained to promote shade-grown cocoa and counter the misinformed practice of removing shade trees from cocoa farms. Tree seedlings have been distributed to cocoa farmers seeking to increase shade on farms and a tree registration system has been established to allow farmers to own and benefit from planted trees. These demonstrations of better forest and land management practices are also building improved collaboration among key agencies, which is resulting in improvements on the ground. At the national level, substantial progress was made on moving forward three major policy initiatives: tree tenure and benefit sharing; wood procurement of domestic legal timber; and the plantation strategy. Institutional systems have been put in place as a coordination and communication platform for work planning, implementation and monitoring of performance among the key implementing agencies. The project is also supporting consultation, communication and outreach to build constituency for improved forest and tree management practices. However, targets for key performance indicators have not all reached 40 percent, in line with disbursements. This can be explained due to the need for procurement of supplies and equipment early in the project, which raises expenditure relative to performance. Beyond the project’s original design and activities, there are still large-scale drivers of deforestation and degradation in Ghana’s rural landscape. For example, the pace of degradation associated with illegal mining (galamsey) has accelerated in recent years and this provides the rationale for the Additional Financing, which is in progress. The Government and the Bank recognize that addressing the galamsey crisis fully will require mobilization of additional resources on a much grander scale, both from Ghana’s own budget and from external partners and sources.
