Yes No Component(s) Component Name Component Cost Establishment of Disaster Risk Information CATs Thematic groups 0.00 Application of Risk Reduction Assessment 0.00 Training of Public Officials in Risk Analysis Techniques 0.00 Enhance the Emergency Information System 0.00 Public Disclosure Copy Overall Ratings Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Satisfactory Satisfactory Overall Risk Rating Implementation Status Overview This Institutional Development Fund (IDF) Grant to the Government of Costa Rica (GoCR) National Risk Prevention and Emergency Management Commission (CNE), has been supporting key disaster risk reduction (DRR) activities that improve the GoCR’s understanding of risk, and its capacity to incorporate DRR considerations into public investment planning processes, including: (i) reactivation of DRM Technical Advisory Committees (CATs for its name in Spanish) that provide technical advice to the CNE, the Emergency Page 1 of 4 The World Bank Report No: ISR15850 Operations Center (COE), and other entities of the National Risk Management System; (ii) promoting the use of the Bank-sponsored Central America Probabilistic Risk Assessment initiative (CAPRA) to support government agencies’ compliance with the legal mandate that orders the creation of a Risk Assessment Vulnerability model (a pilot project was conducted with the participation of a multidisciplinary team, for a seismic physical vulnerability and risk evaluation for San Jose City key areas using CAPRA); (iii) Various applications were developed to assess the disaster risk reduction in order to strengthen the National System of Public Investment (SNIP) by: (a) providing decision makers and general users a Public Disclosure Copy way to access historical and timely information on the impact of natural disasters since 1988, and (b) improving methodologies for incorporating disaster risk analysis in the public investment process; (iv) capacity building for DRR through the provision of training to public officials on the incorporation of DRR considerations into public investments; and (v) the design of a national Disaster Risk Observatory to serve as clearinghouse for the archival and analysis of historical and current data on the social and economic impact of natural disasters in productive and social sectors investments. During the first semester of 2014, CNE completed key IDF activities including: (i) development of a road map for CAPRA implementation (a technical inter-institutional team was consolidated, requirements identified and met, information needed was obtained and reviewed, and an action plan was set in motion); (ii) development a data base for multivariate analysis of adverse natural events impact in public investments; (iii) development of applications to incorporate risk evaluation in public investments; (iv) design of a Disaster Risk Observatory and clearinghouse for evaluating the impact of disasters in public investments; (v) implementation of a seismic physical vulnerability and risk evaluation for San Jose City key areas and (vi) strengthening of the public investments national system platform (SNIP). An activity that is still expected to be concluded by the end of the project is to further strengthen the CATs capacity to design and implement their strategic work plan.
