This study of the Fiduciary assessment of the health sector of the Kyrgyz Republic, called Manas Taalimi, was calculated for the period 2006 to 2010, and was developed by the Ministry of Health in 2005 as a successor to the first generally successful strategy Manas 1.It is an expansion of health goals set forth in the National Strategy to Reduce poverty (PRSP) and the Comprehensive Development Framework (CDF). The program aims to institutionalize reforms initiated in the program Manas 1, and to strengthen those areas of the health system that have not been sufficiently accentuated in Manas 1. In particular, the program seeks to strengthen the focus and resources interventions for groups with the worst health indicators, including the results of the Millennium Development Goals (MDGs); implement structural improvements in public health and health promotion; capacity building of the Ministry of Health (MOH) and other relevant agencies responsible for policy-making, prioritization, planning policy-based budgeting, and monitoring and evaluation; and increased quality of care with a focus on priority issues related to health, including cardiovascular diseases, respiratory diseases, HIV / AIDS and tuberculosis. The strategy was developed and perfected in the process of extensive stakeholder consultations. This activity included site visits to meet with city councils throughout the country, consult with senior officials in the government, as well as numerous formal and informal consultations with donors working in the Health Sector. In general, the objective of the program is the improvement of health by ensuring efficient, comprehensive and integrated system of provision of individual services and public health services, as well as by increasing the responsibility of every citizen, family, society and the governance authorities for the health of every individual and society as a whole. It includes a series of actions aimed at improving access, financial protection, economic efficiency, equity, transparency, responsiveness, and effectiveness of fiduciary activities in the health sector in Kyrgyzstan.
