The implementation of both the cash-for-work activities and the community-based sub-projects are Satisfactory. FADC's implementation performance also remains satisfactory: the fiduciary aspects (financial management and procurement), monitoring and evaluation, internal audit as well as the implementation of safeguards are all rated satisfactory. The Union government, the governments of the three islands as well as the communities report to be extremely satisfied with FADC's implementation of the Project and the benefit of the Project for the population. Following upon a request from the President of Comoros and a letter from the Minister of Finance dated May 16, 2012 (attached to the previous ISR), FADC has actively responded to the impacts of catastrophic floods which devastated the country by Page 1 of 5 The World Bank Report No: ISR8938 re-allocating US$128,000 from the cash-for-work component to the basic infrastructure component. However, this should not jeopardize the realization of the Project's objective to implement 110 cash-for-work sub-projects. The Project is being implemented faster than initially anticipated. As of September 30, 2012, 71 cash-for-work sub-projects have been completed (the end-of-project target is to Public Disclosure Copy complete 110 cash-for-work sub-projects) creating 95,000 person-days of employment which have provided direct benefits to close to 4,000 individuals (of whom 57% are women) while another 16 community-based sub-projects have been completed (versus an end-of-project target of 32 community-based micro-projects). The current closing date of the Project is June 30, 2014. However, all activities are now expected to be completed by end-June 2013. Following up on a request from the Ministry of Education, FADC has contributed to a consultancy to define disaster-proof standards for the construction of primary schools. As a result, the livelihood vulnerability of the population has increased while poverty remains widespread — particularly in rural areas. Given the successful implementation of the current Project, the Government requested and the Bank's management agreed to review the possibility to providing additional financing to the current project and the Emergency Food Security and Unemployment Support through Cash-for-Work Project financed from the Japanese Social Development Fund (JSDF) (See ISR#5 of P121550). Also, the French bilateral agency (Agence Francaise de Developpement, or AFD) is considering allocating some resources from its budget support operation to the cash-for work program successfully implemented by FADC under these two Projects.
