This ISR also reports indicators based on the Project’s progress report (June- December 2018) provided by the client in February 15, 2019 and the May mission. 6/25/2019 Page 1 of 8 The World Bank Implementation Status & Results Report INTEGRATED SOCIAL PROTECTION AND PROMOTION PROJECT (P147213) The Project continued with the implementation of large activities, sharply increasing project disbursements from 38% (US$28.6 million) to 53% (US$39.9 million) in the last six months (December to June). On average, this required almost monthly disbursements of 1.3 million that were processed satisfactorily. Since the last ISR, the Project has satisfactorily continued with the implementation of large-scale activities related to the interventions with the families under Component 1. Implementation progress by component is as follows. Component 1. Integrated Area-Based Social Protection and Pro-poor Service Delivery Sub-Component 1.1. Bridging CCT gaps. This Sub-Component incorporates beneficiaries to the Cash Transfer Program (Progresando con Solidaridad or PROSOLI, as abbreviated in Spanish) and to the subsidized health system (Servicio Nacional de Salud or SENASA, as abbreviated in Spanish) through an Independent Verification Agent Report (AVI as abbreviated in Spanish). Report No.7, covering the first semester of calendar year 2018, shows that the number of households incorporated to PROSOLI “Food is First Component” (or CEP as abbreviated in Spanish) is 59,731; and the total number of individuals incorporated in: (1) the PROSOLI “Incentive for School Attendance” (or ILAE as abbreviated in Spanish), (2) the PROSOLI “Incentive Progress by Studying” (or BEEP as abbreviated in Spanish), and (3) the National Health Care System (SENASA as abbreviated in Spanish) are 48,167; 9,791; and 58,392 accordingly. Sub-Component 1.2. Housing improvements. The two large procurement processes planned under the initial design of this component were implemented mostly during the last reporting period. As of May 30, a total of 3,837 beneficiary households’ dirt floors have been replaced. In 2019, the component will cover around 4,997 beneficiaries starting in July 2019. The end target of 7,500 beneficiary households is expected to be surpassed by the closing date of the Project. Sub-component 1.3. Productive Opportunities. As of May 2019, 10,892 individuals have graduated from the vocational training/apprenticeships and entrepreneurship training courses. Based on beneficiary follow-up surveys, around 36% of the beneficiaries were inserted in productive activities after they completed the trainings. Component 2 on strengthening the PROSOLI CCT Program and Support to Targeted Households and Component 3 on enhancing equity and result-orientation are implementing activities as planned. These activities are related to: PROSOLI territorial trainings, users’ orientation (Puntos Solidarios) and feedback mechanisms (Reportes Comunitarios), MIS and inter-connectivity of systems for improved service provision, and strengthening the Social Cabinet in terms of results-oriented planning and evidence-based policy making and reforms. The Project also financed the SIUBEN’s Third Socioeconomic Study whose field work concluded in May 2019. This study collects data on socio-economic conditions of households that are eligible for social programs. The study updates the Life Quality Index used for targeting purposes. Data processing and analysis is underway. Results are expected to be publicly disclosed in the second semester of calendar year 2019.
