The Implementing Agency, la Dirección Nacional de Servicio Civil (DNSC), has established an efficient implementation team, including the technical leaders and the fiduciary team, led by the Project Director, the Chief of the Planning and Page 1 of 4 The World Bank Report No: ISR14951 Development Department of DNSC. The implementation team developed an implementation plan aligned with the project procurement plan, and set up a system of monitoring of the project implementation. The first four activities of Strengthening Senior Executive Service (SES) are under implementation, including (i) Designing an instrument for measuring perceptions of sub-secretarios (political leaders who are hiring the SES officials after their pre-selection by the Council of SES), (ii) Comparative analysis of the compensation levels and the design of the compensation structure, (iii) Designing of a system of monitoring and support the performance of SES officials, and (iv) Analysis of the SES Recruitment system Public Disclosure Copy and learning from international experience. All consultancies for the activities have been mobilized and are in the diagnostic stage, except for a more advanced activity (ii) which has already delivered its first outputs, which is the study of benchmarking the SES salaries with those in the private sector in Chile. This activity will continue with inputs from study visits and will deliver a proposal for a new system of attractive, yet affordable, SES compensation. Following the analysis of the needs for an update of the information system for SES monitoring, the DNSC has decided to upgrade the information platform, as the present one has limited technological capabilities, and use the IDF proceeds only for designing a Software module that would support the system of monitoring of SES. As the ICT system upgrade has been fractioned in a separate government financed hardware update and IDF financed Software update, the Bank processed IDF restructuring in April 2014, in which the categories of eligible Grant expenditures were amended. In March 2014, following the Presidential elections in the fall of 2013, the administration changed. This change involved replacement of many counterparts of the program at management and technical levels. The new DNSC Director and the President of the Council of SES now is Mr. Rodrigo Egaña, who had served as the SES Council member under the previous administration. The new Director is committed to the program objectives. At the project management level, the project director Mr. Pedro Montero has been replaced, following the mission, by Ms. Sonia Ortiz, who has substantial and administrative experience. Other former counterparts have been temporarily appointed subject to the confirmation by the Council following the competitive selection according to the current procedure. So far the Bank team does not have concerns with the continuity in implementation of the Grant, given the expert management of the transition process and adequate professional qualifications of the incoming team. The project disbursement level continues to be low ($28.9K out of the total grant amount of $450,800). However, the commitments undertaken under the executed contracts are expected to result in additional disbursement of some $199,858 during May to September 2014, thus bringing the disbursement level to an estimated 51% of the grant.
