The Project continues to steadily implement planned activities, disburse at a faster pace than previously, and show progress towards achieving its objectives according to the agreed goals in the last restructuring approved in April 2015. The Project started enrolling families in the second semester of 2013 and made significant progress to incorporate and keep around 18,914 families receiving family grants in the program as of September 2015. Around 23% of these families have completely finished their interventions and graduated the Program. No more families will be incorporated. During this reporting period, the Project continued with the provision of services to these 18,914 families as designed under Component 1 and with the implementation of institutional strengthening activities to implement MIFAN’s model under Component 2. . Component 3 of the Project has been executed completely. To date the Project has disbursed US$12.23 million, about (80.42 %) of the total loan amount. In general, the Project is making progress towards achieving its Project Development Objective (PDO) and intermediate indicator targets. In fact, both the PDO and intermediate indicators for Component 3 “Supporting the Integral School Feeding Program” have all been achieved. The rest of the PDO indicators and most intermediate indicators are on track to meet their final goals. Key highlights by component include: Component 1: During the May 2015 mission, MIFAN reported a 6% drop in the total number families covered by the Project mainly because of family migration, voluntary resignations, and non-compliance of co-responsibilities, leaving the total number of active families at 17,888 (compared to 19,089 families that had been incorporated in the Program and received the family workshops and grants reported as of December 2014). MIFAN was able to incorporate more families in the program through the entrance of an additional cohort of families (not considered originally) that started the Program during the second quarter of 2015. Given this, the total number of families in the Program reached 18,914 (eligible families that have been incorporated in the Program and received family workshops and grants) by September 2015, which represents 99% of the targeted goal of 19,000 families agreed in the restructuring approved in April 2015. Family counseling continued its rolling out during the second semester of calendar year 2016 in these municipalities, covering 611 eligible families that are enrolled in the MIFAN´s Child-at-Risk Program and are beneficiaries of the family grants. Families have continued receiving bi-monthly payments in the 26 municipalities since 2013. Technical audits to the payment cycles have been carried out with no outstanding issues at present. Over 98% of families are complying with their co-responsibilities and claiming the family grants in the corresponding period (as verified in the Management Information System). Component 2: This Component supports the strengthening of MIFAN´s operational capacity to implement the MAIFC; to develop the Management Information System (MIS) and the Unique Registry of Beneficiaries of MIFAN´s programs (RUP); and to administer the Project. During this reporting period MIFAN has been able to advance implementation in the following key activities: (i) updating of the Indigenous Peoples Plan to better reflect the opportunities and realities for families that recognize themselves as Indigenous and provide them with services under MIFAN’s model; (ii) designing and applying different instruments to address complaints of MIFAN’s model services and carrying out a systematization of these experiences to inform implementation in 2016; (iii) designing the impact evaluation of the Project and preparing the required documents to contract the consultancy in 2016; (iv) continuing with the development of the MIS and the RUP modules for the attention to beneficiaries and for reporting; and (v) supporting the digitalization of the family health records data and the information exchange platform between the Ministry of Health and MIFAN. Component 3: This Component financed the purchase of food for the school feeding program in the 26 selected municipalities which covered around 108 days in total for about 236,000 children in pre and primary schools. In 2014, it also financed training workshops on nutrition and food security and a study on the cultural adaptation of the program for indigenous communities and ethnic territories. All these activities have been completed. All indicators in the Results Framework for this Component have been achieved.
