The Project Development Objective is to increase the potential for employment and higher earnings of graduates from Vocational Education and Training schools and institutes through improvements in the skills delivery system. Building on the ongoing ASDP, this project will strengthen the TVET institutional system, improve performance of TVET schools and institutes, improve teacher competencies and strengthen monitoring and evaluation systems. It includes a challenge fund concept to encourage competition among formal TVET Page 1 of 6 The World Bank Report No: ISR15287 institutions, and provide appropriate incentives to help improve their performance. The project was approved on March 19, 2013 and signed on May 21, 2013 and was effective on June 12, 2013. A workshop was held with 120 principals and administrators from both private and public schools accredited to the DMTVET where the Component on Grants was discussed in great detail. The project oversight committees have been set up and Public Disclosure Copy have held their first meetings. Construction has started on a number of civil work contracts. Consultants for various project activities are on board and have started their work (Consultant for Business Plan, Consultant on TVET strategy, ILO key experts for certification and skills assessment are in place, etc.). ILO which is the agency managing the certification and skills assessment activities has all its key experts in place and have started working. The international consultant for Business Plans for schools has already conducted a survey in 7 of the 15 selected TVET institutes for recognition grant.
