COE is a departure from the traditional Craftsman Training course, which offers training in a single trade and does not allow either entry or exit before the course completion. Whereas, COE offers training in multiple skills related to a particular Page 1 of 6 The World Bank Report No: ISR15679 industrial sector, currently there are 21 industrial sectors in which the COE or multi skilling courses are being offered. Under the project, each ITI opting to establish a COE and upgrade the sector specific COE related trades is provided INR 3.5 crore (approximately USD 750,000) and those ITIs opting only to upgrade the existing trades are provided INR 2.5 crore (approximately USD 500,000). A web-based Management Information System (MIS) is being developed which will cover all public ITIs and gradually expand to cover all private institutions, too. A fully functional MIS is expected to improve system governance and accountability from the bottom-up. Public Disclosure Copy The project has supported 400 Industrial Training Institutes (ITI), out of which 305 have established Center of Excellence in 21 industry sectors, some of which have also started new trades and upgraded some of the existing trades, and rest 95 ITIs have upgraded existing trades . More than 300,000 students have benefited from the COEs and up-graded trades. Eleven Advanced Training Institutes (ATI) have been upgraded and enabled to offer Advance Module (AM) instructors training, refresher training and Craftsmen preemployment basic training. The Central Staff Training and Research Institute (CSTRI), National Institute of Media Instruction (NIMI), and Apex Hi-Tech Institute have been significantly upgraded enhancing capacity for curricula development/revision, development of text books, and teaching and training aids, and developing curricula in emerging technology areas respectively. The project has achieved the end term targets of increase in employment rate of ITI graduates, pass rate and wage rate over baseline. According to the mid-term third party tracer study of 2011, employment rate of ITI graduates has increased to 60% over the baseline of 32% and against the end term target of 50%. The pass rate has increased to 78% as against the baseline of 61% and end term target of 73%; and wage rate has improved to INR 3550 (in nominal term) as against the baseline of INR 2441 and end term target of INR 3026. Given that the project has been provided a twenty-three month extension, higher achievements on the above key performance indicators is expected. The end-term tracer study, which will be assessing employment outcomes of project ITIs, non-project ITIs and private ITIs is underway. The preliminary findings are expected by November 2014. The Vocational Training Improvement Project has been able to introduce and implement several reforms in the vocational training system, and several innovations have also been introduced in the sector. Over the last year, the Ministry has formed Sector Mentor Councils in 25 industry sectors with significant industry participation. The Mentor Councils have revised COE as well as trade curricula, which is expected to be implemented starting 2015 academic session. For the first time, teachers training through distance mode has been piloted and by November 2014 infrastructure for distance mode delivery of teachers training. "Chairs" and incubation centers have been established in some institutes of repute such as IIT and Indian Institute of Mines to carry out research to enrich vocational training and incubate entrepreneurs. A benchmarking system for ITIs as a quality assurance mechanism is also being introduced.
