Overall, the project continues to improve the performance of actors targeted by the project activities from the perspective of the three key factors in competitiveness of the agricultural sector: productivity, quality and market access to the national, sub-regional and international markets. Direct and indirect beneficiaries of Page 1 of 6 The World Bank Report No: ISR9663 the project have been estimated to-date at around 280,000 people (as of end of December 2012). Exports for commodities targeted by the project have reached 93700 tons in 2011 compared to a target at end of project of 55000 tons. A significant part of this 2011 growth is due to the excellent performance of sesame in the international market and cowpea in the sub-regional market. Trade data for 2012 is not available yet to assess performance with agricultural exports. Public Disclosure Copy The project is progressing positively towards achieving its development objectives. The implementation of the project since the last complete supervision mission of June 2012 is considered satisfactory with funding of 284 new micro-projects bringing the total to 2942 co-financed up to February 2013 and the closing of 1340 micro-projects financed during the period 2008-2011, support for the creation of a new professional organization for exporters and traders of mangoes, specific activities to improve sector performance for mangoes, livestock, poultry, cotton, maize and cowpea, the start of construction work of 260 ha of small-scale irrigation and the realization of two centralization poles for fruits and vegetables. Current disbursements and commitments taken up to 01/31/2013 place overall ratio at 94% of the IDA loan amount. In spite of progress in terms of implementation, some shortcomings remain and some difficulties were encountered in the implementation of the 2012 work-plan. Some delays have been noted in the start of some irrigation and marketing infrastructure work as well a system of market information and business intelligence not yet operational. There is a need to (i) overcome some procurement and human resources (e.g. hiring two irrigations specialists) related measures to accelerate work on 660 ha of small-scale irrigation, (ii) start work on the second batch of vaccination parks and the completion of work of some marketing infrastructure such as the Orodora fruits and vegetables market. The PCU will be undertaking a programming exercise to closely monitor work for small-scale irrigation and marketing infrastructure and rapidly address delays. The one-year extension of the project sought until March 2014 is focusing on the completion of the small-scale irrigation work and marketing infrastructure. The objective of developing around 1,000 ha large scale irrigation initially planned in the project being no longer feasible in the remaining time for ADMDP, the decision was taken during the restructuring and extension of the closing date to limit large-scale irrigation activities to the preparation of studies for 2100 ha in Bagré. The large-scale irrigation component will be transferred to Bagré Growth Pole Project (P119662) for its development phase. An agreement is to be reached to complete and validate the studies before their transmission to Bagré Pole. Steps will be taken by the project to end the agreement entered originally with Faso Baara regarding the development of the 1130 ha and reallocate the advance to cover the small-scale irrigation work as per workplan agreed for the extension of the project. The monitoring and evaluation activities are crucial to determining the success of the experiment and the model adopted by ADMDP to improve agricultural competitiveness in Burkina Faso. The project has been able to overcome some difficulties in establishing a good database to help assess project impact. The PCU is currently conducting an impact assessment of project activities. The approach proposed by the M&E team and the planned steps to carry out the task is appropriate. It is recommended that more support be given to this sub-component of the project in order to complete the various planned monitoring and impact assessments. Technical support in the form of a visit from a World Bank M&E expert is planned after collection and analysis of data is conducted Feb 15-March 25, 2013. Given the current satisfaction of authorities with the model tested with the selected value chains and the broad popularity of the grant-matching scheme, Government has expressed interest in obtaining an additional financing (AF) to consolidate development of value chains, scale-up the approach and widen the net of beneficiaries. Discussions took place in a workshop on early results and lessons from implementation. Stakeholders have emphasized that the model has shown clear successes but that important challenges remain in terms of access to financing and markets, delivery of agricultural services to accompany micro-projects, and organizing farmers into formal groups. Assessing the impact of the project is therefore an important exercise that should serve to identify the potential for scale-up and experiences that should not be replicated. In order to complete work under the component "development of irrigation infrastructure and marketing ", PCU will focus efforts at the central level during the first half of 2013 to the hiring and the close monitoring of firms in charge of irrigation work. Immediate recruitment of a new irrigation specialist at the PCU and the strengthening of the West Antenna of the project is needed. Public Disclosure Copy 2.
