This will be achieved by improving business processes of selected offices, increasing awareness in citizens about the Ombudsman offices, enhancing capacity, andby implementing a citizen feedback mechanism to measure citizens’ satisfaction. However, after the last mission, significant progress has been made that includes: planning and preparation of the International Conference; study visits to the UK and Thailand; an in-house workshop conducted for capacity building; advertisement of contracts and evaluation of bids of consultancies; preparation of the outreach strategy including the design of the Ombudsman magazine. The most important development has been the enactment of the Ombudsmen Institutional Reforms Bill. The FPO needs to develop a strategy for the implementation of this legislation to Public Disclosure Copy benefit the citizens. Contracting delays, the international OIC conference and FPO sustainability are among the other areas needing attention. The mission was very pleased to note that the Ombudsmen Institutional Reforms Bill was passed by the National Assembly on March 1st 2013. The Bill was prepared through a consultative process supported by the Grant and the legislation has potential to significantly improve effectiveness of the Ombudsman Institution in Pakistan. This change in the legislation was due to one of the components of the IDF grant that supported initiating regular meetings of the Forum at least once every quarter. The Forum was so active that instead of one meeting per quarter, nine meetings were held in which extensive discussions and consultations took place related to legislative reform to improve effectiveness. Whilst we note that progress over the last few months has been made in planning other grant activities more focus and action is required in implementation to deliver results and realize the development outcomes. In this regard and to support follow up actions on the legislation, the mission agreed on a set of actions provided in the Aide Memoire which it hopes will be implemented preferably before the next mission in July, 2013 except for the international conference that has been confirmed for September, 2013. The mission was happy to see that much progress has been made in the planning of the International OIC Conference. A mission is planned between Dec'13 - Jan '14, the ISR ratings will be updated at the time of submission with the formal mission Aide Memoire.
