                    Supplemental Contribution to the Restated and Amended Administration
                    Agreement between the Royal Ministry of Foreign Affairs of the Kingdom
                    of Norway and the International Bank for Reconstruction and
                    Development and International Development Association concerning the
                    Donor Funded Staffing Program (TF052656)

            Dear Mr. Steen:

            1.      We refer to the Restated and Amended Administration Agreement between the
            Royal Ministry of Foreign Affairs of the Kingdom of Norway (the “Donor”) and the
            International Bank for Reconstruction and Development and the International
            Development Association (collectively, the “Bank”), concerning the Donor Funded
            Staffing Program (TF052656) (the “Trust Fund”), effective as of November 21, 2011, as
            amended (the “Agreement”).

            2.      We are pleased to acknowledge, on behalf of the Bank, the intention of the Donor
            to make a supplemental contribution to the Trust Fund in the amount of one million two
            hundred seventy-three thousand eight hundred fifty-nine United States Dollars
            (US$1,273,859) (the “Supplemental Contribution”). The Supplemental Contribution will
            be allocated as follows: (a) seven hundred forty-two thousand three hundred sixteen United
            States Dollars (US$742,316) to the Junior Level Window; and (b) five hundred thirty-one
            thousand five hundred forty-three United States Dollars (US$531,543) to the Mid-Career
            Level Window.

            3.     The Donor shall deposit the Supplemental Contribution into such bank account
            designated by the Bank promptly following countersignature of this Amendment by the
            Donor and submission of a payment request by the Bank.

4.      When making such deposit, the Donor shall instruct its bank to include in its
payment details information (remittance advice) field of its SWIFT payment message,
information indicating: the amount paid, that the payment is made by the Donor for
TF052656 (the “Donor Funded Staffing Program”) and the date of the deposit (the “Deposit
Instruction”). In addition, the Donor shall provide a copy of the Deposit Instruction to the
Bank's Accounting Trust Funds Division by e-mail sent to tfremitadvice@worldbank.org
or by fax sent to (202) 614-1315.

5.      All other terms and conditions of the Agreement shall remain the same.

6.      The Bank will disclose this Amendment and related information on this Trust Fund
in accordance with the Bank’s Policy on Access to Information. By entering into this
Amendment, the Donor consents to disclosure of this Amendment and related information
on this Trust Fund.

7.      Please confirm your agreement with the foregoing, on behalf of the Donor, by
signing and dating two originals, retaining one original for your records and returning the
other original to the Bank. Upon receipt by the Bank of the original countersigned by you,
this Amendment will become effective as of the date of the countersignature.
