The National Institute of Statistics, Economic and Demographic Studies(INSEED) is implementing the project that is structured into four components: Implementation, analysis and dissemination of the 2016 population and housing census; Implementation of the 2018-2019 Household Poverty and Living Standards Survey; Strengthening human and infrastructure capacity; and Project Management. INSEED has started project preparations including the finalization of pilot census and the preparation of the census enumeration. Project implementation progress by components are described below in the past six months: • Component 1: Implementation, Analysis and Dissemination of the 2016 Population and Housing Census The works are progressing satisfactorily. At this level, the enumeration phase has been completed since January 2018 and the first results are expected to be release in June 2018. Data collection of the post-census survey to measure the completeness of the enumeration was ready on April 2018, and the matching with the enumeration data is being finalized. At the same time, the codification work is ongoing and the data entry will start during the next couple of weeks once the codification is well advanced. • Component 2: Implementation of the 2018-2019 Household Poverty and Living Standards Survey The World Bank and AfDB agreed to have a unique and common methodology. The preparatory work is very advanced. It has started since March 2018 and the data collection is planned in two phases, i.e., during the last quarter of 2018 and the second quarter of 2019 to consider the seasonality effects. The first results are expected during the first quarter of 2019. The main activities to be carried out in the coming weeks are the adaptation of the questionnaires and the pilot surveys. Closed technical assistance will be provided to INSEED team by the Bank. • Component 3: Strengthening of Human and Infrastructure Capacity The national accounts revision process has benefited from a joint technical assistance led by the World Bank with the participation of AfDB, IMF and AFRISTAT. With this support INSEED has finalized the revision work and published the final results on June 2018. The next activities will focus on the extension of the consumer price index (CPI) at the national level by covering all the three islands of the Country. This needs to collect additional data, to acquire a new software PHOENIX that should replace CHAPO, and to train INSEED team on the use of this new software. • Component 4: Project Management The World Bank support through regular supervision missions and continuous remote monitoring has enhanced the quality of financial and procurement management. The overall disbursement rate of the project is good and is 67% after eight months of start-up knowing that the project closure date is set for June 30, 2020. The financial monitoring reports are produced on time. Concerning the procurement, major deficiencies have not been detected. To improve the project management, training on procurement and financial management tools and procedures will be provided to the Project Unit in the next couple of months. The enumeration stage is finalized and the first results should be released on June 2018. The post-census survey is also finished. The codification and the data entry are ongoing. The preparation stage of the living standard survey is well advanced. Concerning the second indicator, the 20% number corresponds to the publication of the results of the National Account rebasing.
