Amendment No 3 to the Administration Agreement between the European Commission and the
International Bank for Reconstruction and Development concerning the Part II Europe 2020
Programmatic Single-Donor Trust Fund

1. The European Union, represented by the EUROPEAN COMMISSION (the "Donor"), which is
represented for the purposes of signing this amendment by Ms. Mary McCarthy, Director SRSS, of
the one part, and
2. The INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT (the "Bank"),
represented for the purposes of the signature of this amendment by Mr. Arup Banerji, Regional
Director European Union Countries
on the other part,
Having regard to the above-mentioned Administration Agreement signed on August 1, 2016, as amended,
Whereas the Donor has informed the Bank of its intention to amend the above-mentioned Administration
Agreement for the following reasons: the need to update the amount of the EU contribution, installments,
indicative Results Indicators and the indicative budget for the activities.
HAVE AGREED AS FOLLOWS:
Article 1: Paragraphs 1 and 3 of the Administration Agreement are modified as follows:
"l.    The International Bank for Reconstruction and Development (the "Bank") acknowledges that the
European Commission (the "Donor", and together with the Bank, the "Parties" and each a "Party") agrees
to provide the sum of one million nine hundred and sixty five thousand Euro (E1,965,000) (the
"Contribution") for the Part II Europe 2020 Programmatic Single-Donor Trust Fund, No TF072637
(the "Trust Fund") in accordance with the terms of this Administration Agreement.
The estimated total budget of the Trust Fund is Euro one million nine hundred and sixty-five thousand
Euro (£1,965,000). The indicative budget set out in Annex 4 shall be used for monitoring purpose only
and shall not be binding."
"3.    The Donor shall deposit the Contribution in accordance with the following schedule and in the
currency specified in Section I above ("Contribution Currency") into such bank account designated by
the Bank (each amount deposited hereinafter referred to as an "Instalment") upon submission of a
payment request by the Bank:
(A)    Promptly following countersignature E 900,000

(B)    E 810,000 subject to the disbursement of 70% of the preceding instalment.
(C)    E 255,000 subject to the disbursement of 70% of the preceding instalment.
The period for payment of further instalments shall be 60 days.
The period for payment of the balance shall be 60 days."
Article 2:
Annex 1 "Part II Europe 2020 Trust Fund Description" to the Administration Agreement is replaced by
the Annex 1 attached to this Administration Agreement Amendment
Article 3:
Annex 3 "Indicative Results Indicators for the Activities Set Forth in Section 2.1 of Annex 1 to this
Administration Agreement" to the Administration Agreement is replaced by the Annex 3 attached to this
Administration Agreement Amendment.
Article 4:
Annex 4 "Indicative Budget for the Activities Set Forth in Section 2.1 of Annex 1 to this Administration
Agreement" is replaced by Annex 4 attached to this Administration Agreement Amendment.
Article 5:
All other provisions of the Administration Agreement shall remain unchanged.
Article 6:
The present amendment shall form an integral part of the Administration Agreement. It shall enter into
force on the date on which it is signed by the last party.

PARTHEUROPE 2020 TRUST FUND DESCRIPTION
This Annex shall be applicable to and form an integral part of the Administration Agreement for the Trust
Fund between the Bank and the Donor.
1. Objectives
The objectives of the Trust Fund are:
The European Commission and the Bank share a common objective of building competitive and
sustainable economies and reducing poverty and social exclusion - goals of the Europe 2020 Agenda
which is built on three pillars of smart, sustainable and inclusive growth. The European Commission and
the Bank concur that direct interaction is beneficial to both institutions and through them to the
beneficiary countries. This applies particularly to the provision of analytical, advisory and knowledge
services and technical assistance.
The European Commission has expressed an interest in ensuring that the Bank continues to provide
technical assistance in the framework of the Trust Fund in furtherance of the common objective set forth
above.
2. Activities
The objectives and description of the activities are:
2.1 The European Commission, particularly the Structural Reform Support Services (SRSS), has
expressed an interest in ensuring that the Bank provides technical assistance to the Ministry of Labor,
Social Insurance and Social Solidarity (MoLSISS) with the specific objective of assisting and supporting
the Government of Greece in the design and implementation of the Roll Out of the Guaranteed Minimum
Income (GMI)/ Social Solidarity Income (SSI).
The Bank is deemed uniquely qualified to provide technical assistance to the MoLSISS based on its
recognized international expertise and to its previous experience advising the Greek Government in the
area of social assistance reforms. The Bank is widely acknowledged to be one of the leading bodies
providing policy advice and program implementation support in the area of social assistance and poverty
reduction programs to Governments throughout the world, including in many EU Member States, such as
Croatia, Romania, Bulgaria, Poland, Slovakia. The Bank has assisted numerous Governments setting up
conditional cash transfers, poverty-targeted programs, and social assistance programs in general.
Furthermore, the Bank has been providing assistance to the Greek Government, and to the MoLSISS in
particular, during the design and implementation phase of the pilot GMI program throughout 2014 and
2015, and more recently by reviewing the country's social welfare system with a view towards its
rationalization. Therefore, the Bank brings a valuable combination of understanding of Greek political
economy and constraints, deep knowledge of the country's social welfare system, a detailed and well
documented familiarity with the development of a GMI program in Greece, and world class expertise in
the area of safety nets and poverty reduction programs.
Based on the above, the Bank will provide technical assistance support to the staff of the MoLSISS
responsible for the design and implementation of the roll out of the GMI, making sure to include lessons
learned from the implementation of both the 2015 GMI pilot and the first phase of the GMI roll out. The
objective of this technical assistance is to help support the successful implementation of the national roll-
out of the GMI. Technical assistance will focus on the key elements of the GMI design and
implementation, including support to the definition of the design parameters of the program and key

business processes, the Management Information System (MIS), the training and communication
strategies, and the monitoring and evaluation strategy.
Activities will build and complement the ones provided under the Social Welfare Review Technical
Assistance provided under the Administrative Agreement between the Bank and the European
Commission dated December 4, 2015, (TF072372 and EC Contract No30-CE-0749429/00-44). In
particular, under Component E described in the Annex 1 of the above-mentioned Administration
Agreement, the Bank has been providing assistance to the Greek Government, and to the MoLSISS in
particular, for the design and implementation of phase one of the national roll out, scheduled to begin on
July 14h, 2016. Activities included are as follows: support the development of the GMI Program roll-out
action plan; support to the development of an error, fraud and control strategy overview, support to the
development of a strategy overview for inclusion of vulnerable groups; support the early phases of the
design of the national GMI program including the definition of key parameters and business processes as
part of the joint ministerial decision and the operational manual; support a study tour for Greek
government officials to visit the GMI program of the Republic of Cyprus; and support the initial phases of
the development of the IT platform, including the application form and its stress test.
The Bank will carry out the following activities as part of the Support to the GMI Roll out of the SSIt:
Component A: Support to development and implementation of all elements of the GMI parameters
and business processes necessary for a successful implementation of the GML
The Bank will provide technical support to MOLSSIS to refine the design of the GMI, including targeting
formula/mechanism, eligibility threshold, benefit size, monitoring and evaluation strategy and to support
the definition and implementation of its national roll out through the delivery of following activities:
Output A.1: Legal and Operational Documents in Support of the GMI. The Bank will provide
technical assistance, among others in the form of collaboration of its technical experts and preparation of
technical reports, to support the MoLSISS staff responsible for drafting key legal and operational
documents to define the key parameters of the GMI (such as targeting formula/mechanisms, eligibility
threshold, benefit size, equivalence scales), prepare the legal framework needed to rollout the program
nationally, and define the business processes governing the program's implementation (such as
communication and outreach, application and enrolment procedures, payments, grievances and appeals,
monitoring and evaluation, links to complementary services and activation measures, etc.). This activity
will include carrying out the necessary analysis to update the critical design parameters and business
processes of the GMI rollout, including targeting formula/mechanisms, eligibility thresholds, benefit size,
communication and outreach, application and enrolment procedures, payments, grievances and appeals,
monitoring and evaluation, links to complementary services and activation measures and supporting the
drafting of the Joint Ministerial Decision and the Operational Manual for the GMI Roll out.
Output A.2: Monitoring Strategy. The Bank will provide technical assistance and on the ground
support to the MoLSISS towards the definition and implementation by the MOLSISS of the Monitoring
Procedures of the GMI. In particular, support will be provided towards the definition and implementation
of the GMI monitoring strategy, including the drafting of standardized monitoring reports which will be
used to monitor the program's implementation across the different municipalities, the institutional
responsibilities related to report monitoring at the central and local level, the dissemination and use of the
reports for decision making. Furthermore, the Bank will provide training to the technical team of the
MoLSISS to use the report to analyse the monitoring data, and to work with municipalities on the use of
the report with the objective of guiding the supervision of the program and continuously adjusting and
improving its design. Selected municipalities will also be included in the training activities.

Output A.3: National Communication and Outreach Strategy. The Bank will provide technical
assistance and on the ground support to the MoLSISS towards the definition and the implementation of a
communication strategy for the GMI roll out. In particular, the Bank will provide technical assistance to
the design of the communication strategy (which will include timing, institutional responsibilities, and
implementation plans both at the central and local level of all communication activities), and to the
preparation and distribution to all municipalities of critical materials needed to advertise the program
nationally (such as posters, leaflets, webpage and radio and TV ads). The updated strategy and materials
will be developed on the basis of the experience of both the GMI pilot and the first phase of the GMI roll
out, and will take into account the findings from the process evaluation of the first phase of the GMI
rollout. The Bank will also support the translation of main communication materials, implementation
guidelines, and the program's operational manual in the main languages spoken by non-Greek residents
applying to the SSI (such as, for instance, Albanian, Arabic, etc.) to improve the understanding of the SSI
and its implementation procedures among the population.
Output A.4: Revised Strategy to Fight Error Fraud and Corruption. The Bank will provide technical
assistance and on the ground support to the MOLSISS towards the definition, update and implementation
by MOLSISS of a strategy for fighting error, fraud and corruption, initially developed under phase one of
the national roll out. The proposed strategy will review the critical business processes of the program and
identify the necessary mechanisms that will need to be in place to prevent, measure, monitor and address
errors, fraud and corruption within the implementation of the GMI at the national level at all
implementation stages. The Bank will also provide technical reports to help MOLSISS implement and
monitor the proposed strategy.
Output A.5: Draft strategy for interconnection with social services and benefits. The Bank will
provide technical assistance and on the ground support to the MOLSISS towards the definition, the
implementation and the monitoring of a strategy for interconnection of SSI beneficiaries with social
services and benefits. The proposed strategy report will include guidelines for the interconnection of
beneficiaries with critical social services offered by the municipalities and other parties. Activities will
include hands- on support to the implementation of the proposed strategy throughout the duration of this
agreement at both the local and central level; for instance, the Bank will support MOLSISS assess the
capacity of different municipalities to provide additional services and benefits, assist municipalities
prepare interconnection plans and identify vulnerable citizens and households and up to two study tour for
civil servants. The report will also include recommendations for monitoring the implementation of the
strategy to assess the extent to which beneficiaries are effectively participating in other social services. In
addition, the report will provide recommendations regarding proposed changes to the delivery of social
services that would be necessary to ensure efficient interconnection between social services and GMI
beneficiaries. The proposed strategy will build on the results of the process evaluation of the
implementation of the first phase of the national roll out and on the assessment of the existing
complementary services available at the municipality level, as well of the capacity of municipalities.
Output A.6: Draft strategy to create links with employment services. The Bank will provide technical
assistance, and on the ground support to the MOLSISS towards the definition, implementation and
monitoring of a strategy to create links with employment services. The proposed strategy will build on the
results of the process evaluation of the implementation of the first phase of the national roll out and on the
assessment of the capacity of the public employment agency (OAED) to offer training or other
employment insertion services. In particular, the Bank will support MOLSISS to define a strategy to link
SSI beneficiaries with employment services, including the process through which beneficiaries will be
referred to employment or training opportunities in OAED offices, and the ways through which
municipalities and the MOLSISS will be able to monitor their participation and therefore the
conditionality imposed by the program. The proposed strategy will also recommend a menu of active
labour market policy measures to be made (gradually) available to the GMI recipients on continuous basis

in agreement with MoLSISS and OAED. Activities will include hands- on support to the implementation
of the proposed strategy throughout the duration of this agreement at both the municipal and central level
and up to two study tour for civil servants. Furthermore, the definition of the strategy will be also based
on the evaluation of the 2015 pilot and the implementation of phase one of the roll out in 2016 and will be
carried out in close collaboration with the technical teams of the MoLSISS, the municipalities and OAED
Activities under this component will include hands-on support to the implementation of the proposed
strategy throughout the duration of this agreement.
Output A.7: Draft Sustainability Strategy for GMI Implementation. To support MoLSISS in the
implementation of a nation-wide GMI program, the Bank will assist MoLSISS in the drafting of a
strategy highlighting the necessary administrative and technical arrangements to ensure a sustainable
implementation of the program from 2019 onwards. This proposed strategy will build upon and
summarize the experience gained by the Bank and MoLSISS during the 2014-2018 period, reflecting on
what has been learnt during the design and implementation of the pilot GMI program, during the design
and implementation of the first phase of the national rollout, and during the first year of implementation
of the GMI as well as the findings of the quantitative impact evaluation. The proposed strategy will focus
on issues such as human resource requirements, needed changes to the legal framework around the GMI,
necessary amendments to administrative procedures, roles and responsibilities both at the central and
local level, etcetera.
Component B: Support to the Development of the Management Information System (MIS) for the
GMI roll-out program.
A performing national roll-out of the GMI would require a comprehensive social protection MIS that
supports the different business processes of the program at a national scale. The MIS would be a critical
tool in supporting all the key implementation phases of the GMI, including: outreach/promotion,
application, eligibility verification, notification to selected beneficiaries, cross-checks, validation on spot-
checks and documentation checks, payment, link with complementary services and with labour market
integration services, as well as monitoring applications, grievance and appeals. The development of the
GMI MIS therefore ought to be the basis to develop integrated solutions for social benefits processing (a
Social Welfare Information System - SWIS), which currently does not exist in Greece. The Bank will
provide technical assistance and on the ground support to the MoLSISS staff responsible for developing
the MIS of the GMI Program and specifically to IDIKA, the technical agency which has been tasked by
the MoLSISS with the development of the GMI MIS. The Bank will contribute to the development of the
different modules of the MIS system for the GMI roll out. IDIKA would then be responsible for the
system implementation, maintenance and further development. The Bank support will include the
development reports with technical specifications and terms of reference for the development,
implementation, operation and maintenance of the GMI MIS and from one to two study tour for civil
servants. Technical assistance will also include hands-on technical support by technical experts that will
work with the IDIKA on the development of the modules.
Under this component the Bank will deliver the following activities:
Output B.1: System Requirements for the MIS development. The Bank will support the definition of
technical requirements of the MIS, including the delivery of a report to MOLSISS with the technical
specifications and the terms of reference for the development, implementation, operation and maintenance
of the GMI MIS by MOLSISS.
Output B.2: Development of MIS to support GMI implementation: The Bank will support the
development of the MIS for the GMI roll out, by providing IT expertise to support the development of the
different modules of the MIS system to be specified under Output B. 1 that will contribute to the definition
of system requirements, which would be ready to be used. In supporting the development of the MIS, the

Bank will provide that the GMI MIS is designed in a way that its core process modules are structured so
that the administration of other cash benefits can be integrated. Technical assistance to support the
development of the GMI will be based on the experience accumulated by the Bank during the evaluation
of the pilot program in 2015 and during the technical support provided to the development of web-
services for the first phase of the GMI roll-out in 2016 and on up to two study tours for civil servants.
Component C: Support to the Training for Central and local Government Officials responsible for the
implementation of the GMI Program
Training of municipality staff and of the officials involved in the implementation of the program is
considered a critical element for the success of the GMI roll-out. Specifically, the lack of an appropriate
training strategy was reported to be one of the limiting factors of the implementation of the 2015 pilot
according to the process evaluation carried out by the Bank. Therefore, the Bank will support the
definition and implementation of a training strategy for the municipalities involved in the national roll out
of the program on the basis of the lessons learned from the initial phases of implementation. The Bank
will deliver the following activities:
Output C.1: Development of the training Strategy of central and local government officials. The
Bank will provide hands on assistance to the MoLSISS for the development of the content of their
national training strategy based on the lessons learned from the first phase of implementation. The
training strategy will be based on an initial assessment of training needed, based on the experience with
the 2015 GMI pilot and the first phase of the SSI roll out in 2016 and will include the definition of
training material, methodology (e.g. person vs online), including timeline and institutional
responsibilities, training location, etc. The strategy will also be based on the updated operational manual
and communication materials, which will benefit from lessons learned during the implementation of the
first phase of the national roll out. Activities will include expert support to the central MoLSISS program
unit responsible for the logistics of the training, and field visits to municipalities participating in the first
phase of the roll out as well as the development of the training draft strategy itself.
Output C.2. National level Training of municipality staff. The Bank will support the carrying out of
the training by MOLSISS to key municipality staff responsible for the implementation of the GMI roll out
Program, in line with the strategy developed as per Output C.1 above, and on the basis of the updated
operational manual and communication materials developed, which will benefit from lessons learned
during the implementation of the first phase of the national roll out of the GMI. In the design of the
training, the Bank will take into account previous training experiences. The Bank will be in charge of all
the planning and logistic activities needed to carry out the critical training sessions of the GMI launch for
key municipal staff and will support the central level staff of the MoLSISS towards the effective training
of municipality staff. Activities supported will include the preparation of all the logistic needed to
mobilize municipality staff and/or trainers, development and reproduction of training material and
training evaluation, and travel to training locations. The Bank will provide this support, among others,
through technical missions of experts and support to the logistics of training.
Output C.3. Dissemination of lessons learned during the first months of implementation of the
national roll out. The Bank will support the dissemination of lessons learned during the first months of
the implementation of the national roll out by organizing a workshop with MOLSSIS and selected
municipalities, with at least one hundred participants, on lessons learned from the first months of
implementation of the program at full scale.
Component D: Evaluation of the first phase of the GMI roll out and the national roll-out
The Bank will carry out a process evaluation of the first phase of the GMI roll out and an impact
evaluation of the national roll out. The objective of the process evaluation is to detect and rectify critical

flaws in the first phase of the program design and implementation before national scale-up. At the same
time, a rigorous impact evaluation will be fundamental to assess the effectiveness of the program's
targeting methodology as well as its impact on poverty indicators. Both evaluations will be critical to
analyse the rigor of the chosen design and the implementation arrangements, assessing the "value for
money" of the program, and therefore maximizing its political support.
The Bank will carry out a process and impact evaluation of the roll out of the GMI through the delivery of
following activities:
Output D.1: Process Evaluation of the first phase of the GMI roll out. The Bank will carry out a
process evaluation which will compare the actual implementation of activities with the planned business
processes described in the legal documents and in the operational manual and it will be based mainly on
qualitative methodology such as collecting information through various focus groups and targeted
interviews in representative municipalities. Focus groups will include beneficiaries and municipality
officials. The Bank will prepare a technical report that will include the results of the evaluation of the
business processes and implementation arrangements of the first phase of the roll out of the GMI with the
objective of detecting and rectifying critical flaws in the program design before it is scaled-up. The report
will include specific recommendations to inform the design of the national roll out, including on links
with complementary services (pillar 2) and links with employment services (pillar 3).
Output D.2: Quantitative Impact Evaluation of the national roll out. The Bank will prepare a
technical report including the results of the impact evaluation of the GMI Roll Out program. The impact
evaluation will be based on data collected through a nationally representative survey, piloting of the
questionnaires, training field supervisors and enumerators, interviewing households, preparing final
datasets and final documentation for data usability among other tasks.
Output D.3: Proposed Revisions to GMI Parameters and Implementation Arrangements. Based on
the findings of the quantitative impact evaluation of the national rollout, and on the lessons learnt during
the first year of implementation of the program, the Bank will prepare a report putting forward
recommendations on how to revise critical design parameters and business processes of the GMI rollout,
such as targeting formula/mechanisms, eligibility thresholds, benefit size, communication and outreach,
application and enrolment procedures, payments, grievances and appeals, monitoring and evaluation,
links to complementary services and activation measures.
Methodology: The technical assistance provided by the Bank will include hands-on support to work with
the MoLSISS and IDIKA, other relevant agencies and institutions by experts with relevant experience and
field visits to municipalities participating in the pilot. Activities will take into account lessons learned
from the implementation of the 2015 pilot and from the evaluation of the first phase of the roll out in
2016. The Bank will also provide its support based on the exchange of information/experience with
selected countries to learn about best practices on GMI implementation, including study tours. The Bank
will not be responsible for the adoption and implementation of the material outputs which will remain the
sole responsibility of the Greek Government.
Component E: Review of income support and labor market reintegration measures for persons with
disabilities
When introducing comprehensive minimum income protection and more effective service provision to
support labour market reintegration, consistency with related, existing benefit systems needs to be
ensured. In the Greek context, this applies to the support that is offered to people with disabilities. As
disability policy in Greece so far has put little emphasis on rehabilitation and reintegration services, the
disability benefit system is under revision, including with the aim to improve the link with social and

employment services. Complementing the draft strategies to create links between the GMI and social and
employment services (outputs A.5 and A.6), the project will support the Government in planning and
implementing the initial phase of the disability reform focused on the revision of administrative and
assessment procedures in the field of disability benefits. The overall aim is to move away from an
impairment-based assessment and mainly income support benefits towards an assessment of remaining
work capacities and a stronger focus on rehabilitation, which should ultimately lead to a more coherent
system of income protection and service provision for disadvantaged populations.
Output El: Draft high-level plan for the pilot program, for the revision of administrative and
assessment procedures in the field of disability benefits. The Bank will prepare a report on the basis of
technical discussions. To this effect, the Bank will carry out a series of in-depth technical discussions with
relevant agencies and government departments, including the MoLSISS and their technical personnel to
assist them in planning a pilot program for revisions of administrative and assessment procedures in the
field of disability benefits.
Output E2: Pilot implementation supervision note, technical support for the pilot implementation
monitoring and coordination and plan for the pilot result assessment. The Bank will support the
MoLSISS in: (i) the supervision of the implementation of the pilot program for revisions of administrative
and assessment procedures in the field of disability benefits; (ii) developing a system for monitoring of
the pilot, and (iii) the preparation of a plan for the pilot results' assessment.

Data Requirements:
In order to conduct the impact evaluation of the implementation of the roll out, the Bank will require
timely access from MOLSSIS and SRSS to various data sources.
a) Access to detailed administrative data of the first phase of the GMI implementation
b) Access to the sampling framework of ELSTAT
3. Eligible Expenditures
3.1    For Bank-executed activities, the Trust Fund funds may be used to finance:
(a) Staff and individual consultant services;
(b) Cost of travel;
(c) Cost of training and workshop; and
(d) Other services including data collection, communication material, printing, translation.
4. Taxes
4.1    The foregoing activities and categories of expenditures may include the financing of taxes in
accordance with the Bank's applicable policies and procedures.
5. Proram Criteria
5.1    Activities are to be financed in accordance with the following program criteria: The Trust Fund is
established to enable the European Commission and the Bank to continue to collaborate and exchange
experience and expertise on a number of themes under all three pillars of the Europe 2020 Agenda - of
smart, sustainable and inclusive growth. The express purpose of this Trust Fund is to allow the European
Commission to avail itself of the Bank's technical assistance and analytical and policy capacity for the
purpose of pursuing the goals of Europe 2020. The three pillars of Europe 2020 are broadly in line with
the objectives and strategies adopted in the Europe and Central Asia Region of the World Bank Group.
All activities that are in pursuance of these three pillars are eligible to be financed and implemented under
this Trust Fund.

The amount estimated for personnel is calculated taking into account different levels of expertise
estimated to be required for carrying out the activities described in Annex 1.
The World Bank Group entity may transfer amounts between categories of the indicative budget. This
does not require an amendment of the Administration Agreement if the Action is carried out as described
in Annex I - Trust Fund description.
The number of units and amounts indicated in the budget are not binding and reflect the means envisaged
for the implementation of the Action. The number of units indicated in the estimated initial budget may
not be used to question the actual number of units reported during and at the end of action
