Project activities in all components of the project are ongoing.  The Project has made some significant advancements: (i) draft regulatory texts have been prepared and will be forwarded to MINEDD and submitted to Parliament in the second semester of 2019; those texts are: a) a bill to enumerate infractions and sanctions involving usage of obsolete pesticides and associated wastes; b) a decree regulating the possession, transport, storage and disposal of pesticides; c) a decree establishing, allocating, organizing and operating a public institution called the Anti-Poison and Toxico-Vigilance 6/10/2019 Page 1 of 6 Public Disclosure Copy The World Bank Implementation Status & Results Report Obsolete Pesticides Management Project (P131778) Center; and d) an inter-ministerial decree establishing a procedure for the management of seized pesticides; (ii) 108 Departmental Committees for the Control of Illegal Pesticides (CDLPI) are functional; (iii) the inventory of obsolete pesticides has been completed and a web-enabled pesticides management system--the first of its kind in West Africa--has been created.  However, at the end of the mid-term review, the project had achieved 64% of its activities. Increased proactivity on the part of the Government is necessary to bring these activities to their fruitful conclusion. Delays in funding have had knock-on effects, pushing back the project’s timetable and causing money intended for specified sub-components to be diverted to others. The Government’s financial contribution will need to be provided as soon as is possible to enhance the potential of achieving project objectives by project closure.
