It transferred some US$11 million for about 4 million total person days worked. Public works activities resulted in the rehabilitation and maintenance of priority community assets such as roads, drainage channels, clearing of public spaces etc., and included innovation in group farming which has increased household food availability. Basic operational tools such as a community based Grievance Redress Mechanism; Management Information System; GIS based biometric payment mechanism; and objective and transparent targeting mechanism were developed, 2/28/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Safety Net and Skills Development (P143915) although these require further strengthening. Local level coordination and oversight structures were established, and facilitated implementation and improved management and accountability of the project. Beneficiaries and community members have indicated that income from the public works transfers helped beneficiaries access necessities such as food, clothes, and medicine, as well as pay for their children’s education. The financial literacy training provided by the implementing agency in Juba helped beneficiaries to save, engage in small scale livelihood activities, and reinvest their earnings. WASH trainings led to better sanitation and hygiene practices. They have also mentioned that enhanced community assets, such as roads and clearing of drainage channels, supported mobility and access to markets and social services and reduced crime and incidents of communicable diseases. Moreover, the public works created an opportunity for beneficiaries to collaborate and work together which has fostered greater sense of unity and social cohesion. The project will close on Feb 28, 2019, and the next phase of support to build on the results achieved and lessons learned is being planned. Date 10-Nov-2014 15-Mar-2018 15-Mar-2018 31-Dec-2017 Overall Comments PDO The indicator on compliance of beneficiaries with eligibility criteria was difficult to measure as the targeting was done collectively by the community using the quotas provided for each community and their own judgement on the most poor and vulnerable based on certain pre-established criteria (i.e. access to livelihood, condition of the dwelling, number of household members etc.). Poverty ranking of each community members was not possible due to lack of disaggregated data and near universal rate of poverty. An independent qualitative beneficiary satisfaction survey was conducted in November 2018 using community score cards to get a better sense of beneficiaries' perceptions of the project, which found that 80% of those surveyed were "satisfied with the categories of households selected as these were deemed to be the most vulnerable," which was used as a proxy to report against this indicator. The survey specifically asked beneficiaries to rank the project on a scale of 1 (very good) to 5 (very bad) on issues of targeting mechanism and selection, payment mechanism and timeliness, and functioning of the oversight and coordination structures. The percentage of beneficiaries that ranked these issues as 1 (very good), 2 (good) and 3 (fair) were aggregated and averaged to find the average percentage of beneficiaries satisfied with the project. It is important to note that the survey also asked on the performance of the GRM, but this could not be quantified as it was not asked systematically across all the respondents. It is planned that this and other aspects of satisfaction will be more systematically tracked under the proposed next phase of support.
