It is based on a supervision missions conducted in Togo on May 2019 and in Mauritania on May 2019. TOGO The overall Implementation Progress (IP) for the WARCIP in Togo is Satisfactory as of the latest ISR in January 2019. The rating has been upgraded from Moderately Satisfactory to Satisfactory following the finalization of the recruitment of the operator to build the Carrier Hotel (or Data 8/1/2019 Page 1 of 8 The World Bank Implementation Status & Results Report West Africa Regional Communications Infrastructure Project - APL 2 (P123093) center), and the launching of the pre-qualification process for the recruitment of the PPP to manage and commercialize this infrastructure. The Project Development Objective (PDO) rating is Moderately Satisfactory, however it will be upgraded in the upcoming ISR scheduled in August 2019 as most project results indicators are either already achieved or on track to being achieved (please refer to Table 1). The overall safeguard rating and overall risk are Satisfactory and there are no outstanding fiduciary or safeguards implementation measures. Currently the disbursement rate is at 32%. However, the rate is projected to increase to 84% by end 2019 with the launch of the three main activities of the project following the latest mission which supported the PIU and the Government in speeding up the procurement process. The team is now entering into the preparation phase for the Additional Financing for Togo West African Regional Communications Infrastructure Project (P169945). The additional financing (AF) required to build and equip the carrier hotel is four billion (4 000 000 000) CFAF or the equivalent of eight million (8 000 000) US dollars. The WARCIP seized the opportunity of this AF, to carry out a complementary activity to increase the commercial value and the development impact of the Carrier Hotel, and this is the development of cloud-based applications once the carrier hotel is realized. This activity may require an additional amount of one billions (1 000 000 000) CFAF or the equivalent of two million (2 000 000) US dollars to be mobilized. MAURITANIA: Significant progress was made since the October 2018 and May 2019 supervision missions. Most importantly, (i) the construction works of the national backbone have started in November 2018 and registered good progress ; (ii) the PIU was restructured ; and (iii) the counterpart funds for 2017 have been mobilized. First, construction works have started in November 2018 and more than 700km have been built so far out of 1600 (i.e. 43%) with the construction speed expected to increase with the current opening of new constructions sites. Under the contract, a 1 million USD payment is expected in July/august which will further improve the contract disbursement rate of 24%. The overall project disbursement rate is 37% in July 2019 compared to 28% in November 2018. Second, following the in-depth FM report (finalized on October 5th 2018) the PIU was restructured in a satisfactory manner to the IDA. A new coordinator was recruited and a new FM specialist is being recruited (ongoing negotiations). Third, after some delays counterpart funds for 2017 have been committed by MoF and effectively mobilized.
