Its components began implementation at different times during 2013. Components 1 and 3, focusing on pre-school education and financed by the Global Partnership for Education (GPE), started in end-April 2013; Components 2 and 4, focusing on lower secondary education and financed by the European Union (EU), started in end-September 2013. Components focusing on the improvement of preschool access and education learning conditions have made significant progress, with the Page 1 of 6 The World Bank Report No: ISR13456 following intermediate results: i) a new quality model and a new curriculum for preschool education have been designed, with the latter having started to be validated in September 2013; ii) 1,300 non-certified community preschool teachers started in February 2014 the training that will help them become certified teachers by the end of 2014; and iii) kits of schol materials (known as "Paquetes Escolares") were provided in Februrary 2014 to 205,089 primary education students from targeted municipalities. Components focusing on lower secondary education are underway, but still at an incipient stage.
