Under the Component 1 (Strengthening Public Investment Management System), the project has advanced significantly in creating a centralized, web- based database of investment projects and the process to procure a new public investment management IT solution that is expected support the revised project investment cycle and integrate with the budget and financial system has started. A new Pre-Investment and Evaluation Fund (PIEF) has been designed and it is expected to be fully operational during Jamaica's fiscal year 2017-2018. Under Component 2, the Ministry of Finance and Public Service has established a strong basis to roll out medium term results based budgeting to 54 central government agencies. Eight ministries, departments and agencies (MDAs) have already undertaken a process of program rationalization and establishment of key performance indicators. All 54 central government agencies are using a tool developed to establish a baseline and project expenditure over a three year period (baseline forward estimates). In order to accelerate the implementation of the program rationalization, a dedicated team will be established in the Public Expenditure Division of the Ministry of Finance and Public Service. Component 3 (Adaptive Public Sector Approaches to Promote Fiscal Sustainability) is implementing innovating initiatives to establish a Public Sector Leadership Framework and Competency Framework, as well as the design of a change management strategy that applies behavioral insights. Initiatives developed under this components are supporting the broader public sector modernization agenda by create a more collaborative work place and realign skills with changes in functions. Component 5 (Fostering Industrial Growth and Trade Facilitation)is contributing to the Bureau of Standards Jamaica (BSJ) convergence towards the implementation of the World Trade Organization (WTO) Technical Barriers to Trade agreement.
