The Southern Regional Development Bank (BRDE) is planning to implement the Southern Brazil Urban Resilience Program (hereinafter the Project). The International Bank for Reconstruction and Development (hereinafter the Bank) has agreed to provide financing for the Project through an Investment Project Financing loan, supporting implementation and monitoring the Project. 2. BRDE will implement measures and actions to ensure that the Project is implemented in accordance with the World Bank Environmental and Social Standards (ESSs). This Environmental and Social Commitment Plan (ESCP) sets out material measures and actions, any specific documents or plans, as well as the timing for each of these. 3. Whenever this ESCP makes reference to specific plans (already prepared or to be prepared), the ESCP requires compliance with all measures set on these specific plans. Particularly, the ESCP requires compliance with the obligatory measures and actions set in the (i) Environmental and Social Risks and Impacts Manual; (ii) the Stakeholder Engagement Framework; (iii) the Indigenous Peoples Planning Framework; (iv) the Labor Management Procedures; and (v) the Resettlement Policy Framework, which have been prepared for the Project. 4. The table below summarizes all measures and actions that are relevant and needed to comply with the Environmental and Social Standards, and the timelines specified in those E&S documents, as well as the criteria to be used to evidence that the needed actions and measures were successful. BRDE is responsible for compliance with all requirements that are under its exclusive responsibility in the scope of this ESCP. When the responsibility is shared between BRDE and its sub-borrowers, BRDE will be responsible for guidance, preview in the sub-loan agreement, and overview of the compliance with the requirements set in this ESCP and BRDE sub-borrowers will be directly responsible for compliance. 5. The implementation of the relevant actions and measures set in this ESCP will be monitored and reported to the World Bank by BRDE, as required by the ESCP and the conditions of the Legal Agreement. The World Bank will monitor and assess progress and completion of the material measures and actions throughout implementation of the Project. 6. As agreed by the Bank and BRDE, this ESCP may be revised from time to time during Project implementation, to reflect adaptive management of Project changes and unforeseen circumstances or in response to assessment of Project performance conducted under the ESCP itself.
